In the invitation, Haxhiu had invited party leaders in the capacity of acting president. It was emphasized that it was an invitation for "a consultative meeting regarding current political and institutional developments and the importance of achieving a consensual President, and consequently the formation of other constitutional institutions."

PDK and the Alliance refused to participate in the meeting on Saturday. According to them, Haxhiu's invitation was an attempt to manipulate the deadlines.

"Haxhiu would have been better off writing a letter to (the chairman of the constitutive session, Avni) Dehari to call the session. What logic is there, how can you exercise mandates and send letters, when the first letter should have been sent to Dehari. PDK will not be at that meeting, we will be in the Assembly," MP Uran Ismaili said at a press conference.

Likewise, the president of the Alliance, Ardian Gjini, had rejected Haxhiu's request for a meeting that day, as well as Kurti's, who had also invited the leaders of political entities to meet, with the aim of finding a non-partisan and consensual candidate for president.

"You are not the elected president of Kosovo and you do not have a mandate to play the role of unifier of the political spectrum. You and Kurti are very transparent that you are not looking for a meeting to find a solution. You are looking for a meeting to find those responsible for your decision that you have already made, to send the country to elections. This time also in institutional chaos," Gjini wrote on Facebook.

On Monday, the Democratic League of Kosovo gave a similar response. The party said it considered Haxhiu at this stage only as a member of parliament. However, the party said it remained open to talks with the leader of the Vetëvendosje Movement, Albin Kurti.

"LDK does not participate in the meeting called by Ms. Haxhiu, as we consider that she is only one of the deputies of the Kosovo Assembly. We are open to talking with the leader of LVV, Mr. Albin Kurti, to unblock the political situation in the country as soon as possible, by offering Kosovo a president," the LDK's response states.

The Vetëvendosje Movement, together with its allies from the communities, has enough votes to constitute the Assembly and also to vote for the Government. However, to be elected president, at least 80 MPs are required to participate in the vote in the first two rounds. If the election cannot be held within 60 days, the Assembly is dissolved and new early elections are announced.

The parties have not come close to breaking the political deadlock for almost two years. Kosovo has been in a continuous cycle of crises since the February 2025 elections. First, there were troubles with the constitution, and then the failure to form a government led to elections in December. After them, there was a constitution, but there was no solution for the new president. On June 7, new elections followed.
