At a press conference, where the analytical report regarding the planning and organization of the work of the Assembly was presented, the project manager and senior researcher at KDI, Violeta Haxholli, said that this legislature is also facing challenges inherited from past legislatures.

Haxholli emphasized that the Assembly has not yet approved the general work plan, although this is an obligation according to the Rules of Procedure of the Assembly. "To date, the Assembly has not yet approved a general work plan, which is an obligation according to the Rules of Procedure of the Assembly. Meanwhile, without the parliamentary committees being completed, that is, without starting their work properly, without approving their developments, without approving their work plans, they have been forced to review the draft laws that have come from the Government," she said.

Haxholli mentioned the Draft Law on the Prevention of Money Laundering and Combating the Financing of Terrorism, which, according to her, was reviewed through an expedited procedure and was approved by circumventing the Rules of Procedure of the Assembly.

"A draft law that came very quickly was the Draft Law on Money Laundering and Combating the Financing of Terrorism, which came in a very fast procedure and was approved in the Assembly with a deviation from the Rules of Procedure," said Haxholli.

She also spoke about the unequal distribution of MPs across parliamentary committees, saying that MPs from small parties are often forced to be part of several committees simultaneously.

"Another problem we encounter, related to the planning and organization of work, is the unequal distribution of MPs across parliamentary committees. We have seen cases where MPs, especially from small parties, are forced to be members of more than one committee. We have MPs who are members of four committees, many MPs are members of three committees, and about 40 MPs are members of two parliamentary committees. On the other hand, we also have MPs who have chosen not to engage as members of committees. Among them are leaders of political parties, but also other MPs who have chosen not to be part of them," she said.

Haxholli also presented KDI's recommendations for improving the planning and organization of the Assembly's work.

"For this reason, as KDI, we recommend that the Assembly adopt a general work plan as soon as possible, so that there is a joint planning system and coordination with sessions, parliamentary committees and other bodies of the Assembly," she said.

She also recommended that the Assembly make greater use of technology and digitalize internal processes, whether for scheduling meetings, monitoring the implementation of work plans and the overall plan of the Assembly./KosovaPress
