The name of the chief negotiator who will represent the country in the negotiations with Serbia will not be announced before the new government cabinet is formed, the executive branch said. And experts on the dialogue process emphasize that the weight of the process requires a figure with strong institutional legitimacy.
The function of chief negotiator in the dialogue with Serbia has not been described to any of the proposed heads of government departments, who were presented in the last legislature by Vetëvendosje in two failed attempts to form the government.
During the Kurti II government, this responsibility was exercised by the First Deputy Prime Minister, Besnik Bislimi.
However, Bislim's name and position did not appear in the composition of the government cabinet proposed by Vetëvendosje leader Albin Kurti, while in the one presented by deputy leader Glauk Konjufca, he was proposed as Minister of Infrastructure.
The Director of the Political and Legal Studies Group, Njomza Arifi, believes that Kosovo's representation in the dialogue should be done by the Deputy Prime Minister.
"What the government needs to do is appoint a credible figure as the chief negotiator, a figure who can carry out such complex processes and who enjoys some kind of authority, let's say both publicly and within the government, to carry out processes such as the implementation of dialogue agreements, but this remains to be seen in the future," she said.
In a response to KOHA, Government Spokesperson, Përparim Kryeziu, did not indicate which of the departments will have the dialogue in its domain and whether there will be changes regarding the representation of the state in the negotiations with Serbia.
"These two issues will be made known with the formation of the new government and the division of duties and responsibilities within Kurti III's cabinet," he stated.

Kryeziu assessed that during the mandate of the Kurti II Government, the achievements in dialogue have been great.
"We already have the Brussels Basic Agreement and the Ohrid Annex for the implementation of the Basic Agreement, which at least have de facto mutual recognition and pave the way towards the full normalization of relations between Kosovo and Serbia. Their full and unconditional implementation produces sustainable results from the dialogue process," said Kryeziu.
Two days ago, the acting Prime Minister, Albin Kurti, announced that there will be changes in the "Kurti III" cabinet, from the proposals that were given at the end of last year. Without giving details, he said that many of the names presented will be ministers, but that there will be other names as well.
