The White Mantels demand a new Collective Agreement

Representatives of the Federation of Health Trade Unions have expressed the concern and dissatisfaction of health workers for the lack of a Collective Contract. According to them, its separation has harmed health professionals. They also accused the representatives of the Ministry of Health of the lack of social dialogue

The lack of a Collective Contract for two years has damaged and degraded health professionals, representatives of the Federation of Health Trade Unions of Kosovo declared on Thursday.

After the meeting of the Governing Council, the president of this federation, Tevide Imeri, accused the Ministry of Health of the lack of social dialogue.

"We are excluded in every instance, in every instance. Starting with the Collective Contract, which they unilaterally severed, with the promise at the meeting that we will immediately start with the new contract. We have not agreed that it should be severed, because that contract had a successor and this contract must continue until a new one is issued. It is a legal obligation to issue contracts every three years. The reasoning was that they are terminating all collective sectoral contracts for the reason that they are in conflict with the wage law", said Imeri.

The vice president of the Federation, Blerim Delia, said that the Ministry of Health has not shown the will to sign the new Collective Contract. 

"We have prepared the draft, we have finalized the selective sectoral contract we are talking about. When it came to signing it with the minister, together with the leaders, the minister did not have the will... We have sent it to the court, but the court has been hesitating for two years for a decision", said Delia.

The Collective Contract severed two years ago contained some benefits for employees in the health sector. It regulated the establishment of the employment relationship, the content of the employment contract, the schedule, vacations, length of service and the risk in the workplace.

The teachers are also without a Collective Contract. A day ago, the United Education Union also submitted a draft of the Collective Contract to the Ministry of Education, requesting that it be signed within the month.
