Market inspectors clash with Minister Hajdari and the opposition

The debate on the competences of the municipal market inspectors and on the non-delivery of the work reports of the Ministry of Trade for the years 2023-2024 has clashed with the Minister of Trade, Rozeta Hajdari, with the opposition MPs in the Parliamentary Committee for Economy, Industry, Entrepreneurship and Trade. . The MPs have criticized Minister Hajdari for the ambiguities she has created with the new draft law. After a few minutes of debate, the head of her cabinet, Kushtrim Dakaj, was expelled from the hall for the language used

On Tuesday, the report of the Minister of Trade, Rozeta Hajdari, to the Parliamentary Committee for Economy, Industry, Entrepreneurship and Trade regarding the draft law on the market inspectorate and supervision was conveyed with verbal clashes and accusations.

Opposition MPs have criticized Hajdar for the ambiguities in the Draft Law regarding the powers and system of municipal market inspectors.

Valentina Bunjaku-Rexhepi, deputy from the ranks of the Democratic League (LDK), has asked for clarification on the status of the inspectors.

"How did you plan it? How will municipal inspectors be organized? How do you plan to organize them? Will they enter within the Ministry or with municipalities? How did you plan it, because it seems to me that it is not specified enough", she asked.

The head of the parliamentary group of the Vetëvendosje Movement (LVV), Mimoza Kusari-Lila, also asked for details on the matter.

"The issue is that all these inspectors who are currently at the municipal level have offices in the municipal assemblies and as such, with the centralization of the operation of the inspectorate, it is reported in the inspection visits. Now will they be physically transferred to Pristina or will they remain in the offices where they are? Explain their operation to us? It is very important to show how the continuity of supervision will be?", said Kusari-Lila.

Minister Hajdari emphasized that the powers of municipal inspectors will belong to the central level.

"The powers of the market inspectorate fall under the central market inspectorate. As for the systematization, they will be regulated through the law on public finance. With the new law, we have transferred the powers to the central level and we will implement this power. Whereas the municipal inspectors will stay in the municipalities with the current budget and will be organized according to the needs of the municipalities", said Hajdari.

Rexhep Bllaca, director of the legal department at the Ministry of Trade, has announced that the transfer of inspectors to the competence of the central level will be done on the basis of duties, responsibilities and relevant qualifications.

"Here we have a problem with the Ministry of Finance regarding the law on local government finances, which does not allow the transfer of the number of inspectors from the local to the central level, so we, with many municipalities that we have had talks with, some of them have agreed to transfer them to the central level, while some others have agreed that the current inspectors should be reorganized within the municipalities. This remains to be dealt with either within the municipalities or with the Ministry of Finance. But according to the law, they are inspectors at the central level and they no longer have market supervision powers at the municipal level. Everything will be at the central level", he said.

The deputy of the Democratic Party (PDK), Ferat Shala, has contradicted Minister Hajdari in the explanation given.

"On the basis of this, you are taking the powers of the municipal inspectorates and have them outside the structure. You are removing them from the legal structure. What's the point of keeping municipalities if they don't have the powers. What role and function can they perform by law, if you take away their powers", he emphasized.

Pal Lekaj, deputy of the Alliance for the Future of Kosovo (AAK), has called Hajdari confused and unclear in her work and intentions for the regulation of the sector.

"I think the minister is inaccurate, vague and confused. Laws are made to act and to regulate a certain issue, not to make it trivial and not to make the law functional. You should also consult the law on local government. You are doing a classic centralization and taking over the responsibilities of the municipalities", he said.

Driton Hyseni, deputy of the LVV, requested that with the new law, the inspectorate should advance "compared to the previous law". But Hajdari emphasized that he noticed that until now the inspectors have never reported to the Ministry.

After the debate, Hajdar's chief of staff, Kushtrim Dakaj, was expelled from the hall at the request of the opposition MPs, after he addressed them, telling them to send the Draft Law to the Constitutional Court. Minister Hajdari has defended Dakaj, demanding an account of why such a measure was not undertaken even when he was "bullied and insulted" by deputies Lekaj and Rexha-Bunjaku.

"The official you dismissed without right is the chief of staff of the cabinet, Mr. Kushtrim Dakaj was so indignant with the words used towards his boss, and he was even more indignant when the microphone was not used and the words that he heard nearby were used, that's why there was such a reaction", said Hajdari.

The meeting was scheduled to continue on another date, as the chairman of the Commission, Ferat Shala, found that the necessary reports were missing. The minister apologized for their absence while she left the meeting when MP Lekaj addressed her, saying that her chief of staff is a fraud.

"The chief of the cabinet in 2020 cheated as an inspector and now you have made him chief of the cabinet. I don't know what we are discussing here today, since we have no report... I didn't tell that. I told him that I cheated you too, since he cheated in 2020. No matter how hard you try to save this minister, it's in vain", said Lekaj.

LVV deputy Armend Muja reacted to this, evaluating the approach to the minister as rude.

"Four times, she requested that the meeting be postponed and it was her request that it be set on this date. We have written to him officially to bring us the reports. He did not bring either of them. I think our behavior is correct. He came with loads, with three other people, and I don't know if he brought the reports or not... We understood it even today, but with their behavior that we saw earlier, you get up and get upset...” , Shala replied to MP Muja.
