The new government has no program

The departments of the new Government have not yet determined their priorities. As a result, the executive is working without a program, but which is expected to be finalized soon, in a workshop that will have the prime minister, deputy prime ministers and ministers as participants, similar to the one organized a year ago in Prevalle. In civil society, they identify the priorities, which should be listed in the Government Program

The new government is working without a program. The basic document on which she will develop the policies has not yet been drawn up, and no information has been provided to Prime Minister Albin Kurti's cabinet about the time of its finalization.

However, the spokesperson of the Government, Pëparim Kryeziu, says that the program will be finalized in a short time.

"The government cabinet, each of its members, according to their responsibilities, is drafting the sectoral priorities and the policies that respond to those priorities", says Kryeziu. "Soon, we will organize a workshop with the government cabinet, similar to the one during the Kurti I Government, in which the Government Program and Action Plan will be finalized."

The Kurti I government had arrived to complete its program after more than three weeks, since it had taken office. This was done at the end of last February, in an all-day workshop organized in Prevalle, which was attended by the prime minister, deputy prime ministers and ministers.

He could not implement the program, as it was overthrown with a motion of no confidence after 50 days.

And, in the campaign before last month's elections that doubled Vetëvendosja's vote, Kurti said that he has to carry forward the policies proclaimed a year ago.

But the COVID-19 pandemic has changed many things.

In the Group for Legal and Political Studies (GLPS) they identify as a priority that the Government should have precisely the confrontation with the COVID-19 pandemic and the addressing of the consequences in the economy that it has caused.

"GLPS thinks that the Kurti II Government should have a concrete government plan, which should be based on the situation caused by the pandemic, since it is considered that the pandemic has had a cross-sectoral impact", says Rreze Hoxha-Zhuja, researcher at GLPS. "Some of the Kurti Government's priorities should undoubtedly be directed at managing the pandemic. So, among the main priorities remains the management of the pandemic, so that numerous tests can be continued... At the same time, the actions for the provision of the vaccine and a concrete plan for the vaccination of the population must be followed".

The GLPS is close to finalizing a short analysis regarding the priorities that the Kurti II Government should have. It will also list other priorities.

"It is understood that the justice system, or education reform, then foreign policy and so on, remain of equal importance," says Hoxha-Zhuja. "In the justice system, we have nothing to discuss the need for vetting. What remains are the concrete steps to implement this reform, and at the same time other steps that affect other sectors".

listed them in a document published on the website, which were also addressed by Kurti. The measures and actions to deal with the pandemic, including the vaccination of at least 60 percent of the population, are listed at the top of the priorities. Then, there are issues related to the economy and other sectors.

But, since the first day of the second mandate, Kurti has faced the international request to make the dialogue with Serbia a priority.
