LETËR E DREJTORIT TË POLICISË DREJTUAR KRYEMINISTRIT TË REPUBLIKËS SË KOSOVËS, SI DHE PËRMBLEDHJE E DISA REZULTATEVE HETIMORE

Dear Prime Minister,

During this period, the Kosovo Police and I, in my capacity as General Director, have faced numerous security challenges, ranging from threats to national and state security, violations of territorial integrity, challenges to the authority of institutions by illegal structures in the north of the country, and the long-standing lawlessness in that part of the territory of the Republic of Kosovo.

Despite these challenges, we have managed to take control of police stations in the north, guarantee the presence and functioning of the Kosovo Police in that part of the country, successfully organize local elections in the northern municipalities, and ensure the takeover of municipal facilities on 26.05.2023.

Likewise, the Kosovo Police successfully dealt with the attack in the municipality of Zveçan on 29.05.2023, as well as the operation against the terrorist group that carried out the attack in Banjska on 24.09.2023, where the Kosovo Police demonstrated professionalism, courage and determination in defending the constitutional order and sovereignty of the country.

Another important success was the management, investigation and arrest of persons suspected of the attack on the Ibër-Lepenc canal, contributing to the clarification of this case and the identification of those responsible.

During this period, the Kosovo Police has also achieved numerous successes in combating organized crime, drug and arms trafficking, corruption, cybercrime, cryptocurrency fraud, and other forms of serious crime.

Public safety has been one of the most important successes of the Kosovo Police in recent years. This is proven not only by our institutional assessments, but also by research and assessments by international mechanisms, according to which Kosovo is ranked among the safest countries on the European continent and third in the world, a ranking that has never been achieved before.

Likewise, Kosovo continues to record significant results in reducing fatal traffic accidents, standing out in the region, based on European road safety reports over the last decade.

One of our important institutional achievements is the successful implementation of two contemporary policing strategies. The community policing strategy and the police intelligence-led policing strategy. From 2020 to today, the collection and analytical capacities of criminal intelligence have been increased, increasing sixfold the number of intelligence reports received, analyzed, processed and operationalized.

Likewise, the number of analytical products has multiplied, which have assisted in the decision-making process, increased operational efficiency, combating forms of organized crime, managing complex security situations in the north of the country, and confronting hybrid attacks by hostile services against our state.

Today, Kosovo has fewer murders, fewer serious crimes, fewer robberies, and more security for all its citizens.

However, domestic violence remains a deeply concerning phenomenon for us, for all justice institutions and for our society as a whole. Despite the continuous engagement of the Kosovo Police, I believe that a much more coordinated approach is needed between all responsible institutions, including the Police, the Prosecution, Social Services, Courts and non-governmental organizations, as the current system is not functioning at the appropriate level of accountability and efficiency.

Therefore, based on the tragic event in Vitomirica, Peja, the macabre murder of our mother, daughter and sister, Arlinda Zekaj, after a deep reflection and with a sense of institutional and moral responsibility, putting the interest of the state and the dignity of the institution above any personal interest, I morally resign from the position of Director of the Kosovo Police. I make this decision with the conviction that leadership responsibility does not end only with individual actions. It also implies the responsibility to guarantee that the institution we lead maintains the highest standards of legality, professionalism and integrity, I believe that sometimes moral responsibility requires difficult decisions. No position is above the state, no function is more important than the trust of citizens and no one should be above the principle of accountability. This resignation is not an abandonment of the Kosovo Police. It is a message that our institutions must be stronger than individuals and that public trust must be protected with true responsibility.

I make this decision with full responsibility, being aware of the weight of the duty I have exercised and of the responsibility that this institution bears towards the citizens and the state of Kosovo.

During this week, I participated in an international conference of police chiefs from around the world and, upon my return to Kosovo, I made the decision to resign from the position of Director General of the Kosovo Police. In conclusion, I would like to express my sincere gratitude and thanks to all employees of the Kosovo Police, who, with professionalism, integrity, dedication and sacrifice, have served the country and its citizens. Courage, discipline, responsibility and respect for the law and human rights, proven even in difficult circumstances and in the face of daily dangers, constitute the foundation of public trust in our institution. The results achieved are the fruit of your tireless work, cooperation and high sense of duty. I express special gratitude to your families for their understanding and continued support, while with deep respect I remember the colleagues who have fallen in the line of duty, whose sacrifice remains a permanent part of the memory and honor of the Kosovo Police.

With respect,

Colonel Gazmend HOXHA
