The Socialist Party of Albania has submitted to the Parliament the draft resolution with the proposal for a "Resolution on the unfoundedness of claims for illegal trafficking of human organs in Kosovo and Albania", against Dick Marty's report on the war in Kosovo.
Eleven MPs of this party, through a draft resolution that is expected to be approved by the Parliament of Albania, request the Parliamentary Assembly of the Council of Europe to draw up a report and revise Resolution 1782.
"Following our long-standing positions on assessing the legitimacy of the heroic and liberating war of the KLA and reiterating our position that parallels cannot be drawn between inhumane massacres, ethnic cleansing, deportations, murders, rapes, looting and war crimes , by leaders and members of the official Serbian war machine and its paramilitaries during the war in Kosovo, on the one hand, and the integrity of the just cause of the KLA war as a reaction in defense of the life and freedom of the people in Kosovo, on the other hand" , it is stated in the introduction of the draft resolution.
In the following, the draft resolution states that based on the principle that any suspicion of crimes must be clarified by the justice bodies according to the principles of the regular legal process and that there cannot be cases indefinitely under investigation, but also that every process will have to end sometime, with in order for the peoples to find the strength to reconcile and live together, healing the wounds of the past.
"We note that after more than ten years of in-depth investigations by the EU Special Investigative Task Force and its successor, the Office of the Specialized Prosecutor, the allegations raised in the Dick Marty Report (Doc. 12462, dated 7 January 2011) , at that time member and reporter of the Committee for Legal Affairs and Human Rights in APKiE, 'for killing persons with the purpose of extracting and selling their organs and illegal trafficking of human organs in Albania and/or Kosovo', included in the Resolution 1782 (2011) of the APKiE, point 1 and point 4, remain unargued, unproven and not based on evidence and facts and, therefore, should be considered as such by all national and international institutions", it is emphasized in the draft resolution.
For this purpose, it is stated in the draft resolution "we propose this resolution on the unfoundedness of claims for the illegal trafficking of human organs in Kosovo and Albania".

As a result of Marty's claims in his report, the Special Court was established in The Hague, where the former leaders of the KLA are being investigated today.
