The establishment of the investigative commission for the alleged prisons of the KLA in the north of Albania is requested

The indictments against some of the leaders of the KLA by the Specialized Chambers in The Hague have reactivated the claims of the existence of prisons of this army in the Albanian territory, namely in Kukës and in the village of Cahan t Hasit, these locations on the border with Kosovo.

The Chairman of the Socialist Parliamentary Group, Taulant Balla, regarding the recent debates on the Dick Marty Report, has requested the establishment of a Special Parliamentary Committee, based on Article 77, Point 1 of the Constitution of the Republic of Albania and Article 24 of the Rules of the Assembly.

"Starting from the debates of the last few days in the media and beyond on a very important issue for public opinion, domestic and foreign, regarding the Report of Dick Marty, presented to the Parliamentary Assembly of the Council of Europe (APKiE), on which Resolution 1782 (2011) of APKiE 'Investigations of allegations of inhumane treatment and illegal trafficking of human organs in Kosovo' was approved, this process started with the motion for a resolution dated 15.04.2008, presented by the member of APKiE in at that time, Konstantin Kosachev, representative of the Russian Federation, the European Democratic Group, and based on: - the notes of this report about the role of some leaders of the Kosovo Liberation Army in the struggle for the liberation of Kosovo", says the request addressed to the Assembly of Albania by the chairman of the Socialist Parliamentary Group Taulant Balla.

With this commission, according to him, it is intended to clarify the investigations related to the claims of inhumane treatment and illegal trafficking of human organs. This initiative of Taulant Balla comes in the wake of his public statements, from where he has asked for explanations from Lulzim Basha about what contribution he has made in the drafting of files against KLA fighters.

"Lulzim Basha owes an answer to Albanians in Albania, Kosovo and elsewhere, where he must clarify his highly suspicious and insidious role in relation to the investigation of the KLA war, as well as in relation to the so-called 'KLA prisons' in Albania. I am convinced that he will not do this obligation, but at least give an answer to the Democrats, who must know the role of their President de jure in this anti-national masquerade, where the victims of the Serbian genocide are being treated as criminals, and where the liberation war is being accused of war crimes", Taulant Balla wrote on Facebook on Tuesday.

In 2010, the media in Albania interviewed the UN expert Jose-Pablo Baraybar, who said that he had entered Albania as a tourist, and in Kukës, when he was looking for KLA prisons, he had gone together with Lulzim Basha. Based on the indictment read on Monday in The Hague against Hashim Thaçi and on Tuesday against Kadri Veseli, it is said that these crimes, in addition to some locations in Kosovo, were also committed in Albania, in some places called otherwise and "prisons" of the KLA , in the north of Albania, for some of which Hashim Thaçi, Kadri Veseli, Rexhep Selimi, Jakup Krasniqi, etc., have been accused for years, who are currently facing trial in The Hague.

Another debate has arisen in Albanian politics, since Prime Minister Edi Rama has several times publicly asked Sali Berisha and Ilir Meta why they voted in favor of Dick Marty's Report in the Council of Europe. Through a reaction on Twitter, the head of the Government, Edi Rama, announced that Belgrade did not want that report, accusing Chief Democrat Basha of interrogating Albanians on account of Dick Marty. "Bloom! Answer the fact that you were with the Peruvian doctor in making the file for the Yellow House! Tell him what you think about PD-LSI's vote for Dick Marty's Report!", writes Rama on Twitter.

Rama reacted to this issue earlier, where he asked President Ilir Meta for his position on this file and why he voted in favor of it.

"Ilir, can you tell the Albanians why you voted for Dick Marty's report, together with Saliu, when we voted against it?" Can you, Lulezim, clarify what file you have prepared for the Yellow House with the Peruvian doctor who testifies that you collected the evidence together with him?", Rama wrote.

In January 2011, the General Assembly of the Council of Europe debated the Report of former Swiss prosecutor Dick Marty. The Albanian delegation in the Assembly of the Council of Europe voted in favor of the resolution when Sali Berisha was prime minister and Ilir Meta deputy prime minister. Specifically, the Albanian delegation in this assembly consisted of Prime Minister Sali Berisha, Deputy Prime Minister Ilir Rusmali, as well as two MPs from the opposition, Damian Gjiknuri and Shpëtim Idrizi. According to the report on the voting of Dick Marty's resolution, the representative of the Government of Berisha, Ilir Rusmali, voted in favor of the report, while Shpëtim Idrizi and Damian Gjiknuri were among the deputies who voted against. At the end of the debate, 169 voted in favor of the resolution, while eight MEPs were against it.

On the other hand, the opposition has clarified that the previous Government never voted on the Dick Marty Report, but a resolution that demanded an investigation into the issues raised in that report that incriminated the KLA.

The former president of Kosovo, Hashim Thaçi, appeared before the Specialized Chambers on Monday. Thaçi together with Kadri Veseli, Rexhep Selim and Jakup Krasniq, according to the indictment published by Special, had given instructions, instructions and orders regarding their opponents, but, in addition, they are said to have personally participated in the intimidation, mistreatment and detention of opponents.

In addition to the locations that, according to the indictment, are located in the territory of Kosovo, two of them have been identified in the territory of Albania, precisely one in Kukës and one in Cahan i Has. The American prosecutor within EULEX, Robert Dean, has filed an indictment for war crimes against Sabi Gec, Riza Ali, Haki Hajdar and Shaban Hoxhe. Geci, Alia, Hajdari and Hoxhau accused of war crimes against the civilian population committed in two KLA camps in Albania, one of them in Kukës and the other in the village of Cahan. According to the indictment, Geci, Alia and Hajdari are accused of holding Kosovars who fled the conflict and were suspected of collaboration with the Serbian regime or who had different political views from those of the KLA. Meanwhile, the court composed of EULEX and local judges, at the District Court in Mitrovica, after several court sessions and after hearing a large number of protected witnesses, who were kept in camps during the war in Kukës and Cahan , has convicted Geci, Aliaj, Hajdar and Hoxha for the criminal offense "War crimes against the civilian population". Sabit Geci was sentenced to 15 years of imprisonment, Riza Aliaj was sentenced to 12 years, Haki Hajdari was sentenced to 6 years and Shaban Hoxha was sentenced to 7 years of imprisonment. But such an accusation, for mistreatment in Cahan i Hasi and Kukës, already exists for Hashim Thaçi, Kadri Veseli, Rexhep Selimi and Jakup Krasniqi.
