The candidate of Vetëvendosje for mayor of Gjilan, Sami Kurteshi, presented today his 20 pledges for this municipality if he wins the elections on October 22.
According to Vetëvendosje, Gjilan has problems that need urgent solutions.
During the presentation of these pledges today, Kurteshi said that the totality of Gjilan's problems is beyond what is offered as a solution within these 20 pledges. However, he added that the pledges were compiled in accordance with the most priority needs of the citizens of Gjilan.
20 promises of the VV for the Municipality of Gjilan:
1. Returning the citizen's dignity trampled by years of bad governance through strengthening the role in public decision-making, through community participation in municipal projects as a necessary condition, by functionalizing local communities as well as reorganizing neighborhood councils and buildings.
2. Action plan for the assessment of real needs through public discussions and in cooperation with the community, for the construction of nurseries and preschool institutions. In the municipality of Gjilan, the number of nurseries and preschool institutions will at least double.
3. Free education for students of lower grades 1-5 and regular medical and dental services in schools with preventive goals and awareness of children.
4. Providing the basic infrastructure of schools, new spaces, removing the third shift and returning the lesson to 45 minutes, arranging and equipping the cabinets, providing concrete tools, equipping libraries and reading corners, as and supporting teachers for continuous professional development.
5. Revitalization and construction of Family Medicine Centers where they are missing, sending doctors and auxiliary personnel according to needs, with regular working hours in all Centers and ambulances, patronage services with a mobile team of medical personnel for visits to patients with medical needs special rooms in their homes and the construction of ramps in public institutions for people with special needs.
6. Stabilization of the city theater with resident actors, depoliticization and concrete institutional support, revitalization or reconstruction of the house of culture in all settlements where they exist and construction in large settlements, support of cultural-artistic societies, of artistic and cultural creators , and NGOs, through municipal projects and subsidies.
7. Revitalization and, where possible and necessary, construction of fields, recreational-sports corners, recreational halls in the city and rural settlements.
8. Needs research and feasibility study for urban public transport, the creation of the urban traffic company for the municipality of Gjilan according to real needs, with a system of regular lines and an integrated payment system, covering all neighborhoods and villages of the municipality of Gjilan, with affordable prices for pensioners, social cases and other groups with severe social and economic conditions.
9. Drafting of the urban mobility plan, with the regulation of traffic junctions in the city, the regulation and restriction of car traffic in the city center, offering motivating alternatives, through the reorientation of traffic and the organization of public parking in the center and outskirts of the city , with easy access to the city center.
10. Connecting all settlements of the municipality with regular and well-maintained roads in all seasons of the year, revitalization of horizontal and vertical road traffic markings and public lighting in the city and settlements in the municipality.
11. Construction of waste water purifiers (plants) and remediation of the situation in the streams of Mirusha and Stanishorka, as well as in the settlements affected by the pollution of the streams with waste water in the municipality, separating and regulating the drainage of rainwater atmospheric conditions in the city, and at the same time protection from pollution and regulation of river flows, the environment, forests and arable land in the municipality of Gjilan.
12. The Directorate for Agriculture in the municipality of Gjilan will be for farmers, near farmers and at the service of farmers, motivating agricultural producers with subsidies for the processing and storage of agricultural products, connecting local institutions with local producers and building the market for products agricultural.

Transparency for all actions of the municipal public administration, for projects with financial, economic and social impact, for all municipal expenses, putting them under electronic monitoring and making them public in real time and in a public place. Procurement will be done according to the model of radical transparency, e-procurement.
16. Response within the legal deadline to all requests and administrative issues, unhindered access to public documents, and employment based on professional merit, according to the model of anonymity that has been proven in the European Union states. In particular, open competition process, recruitment according to criteria and results in the employment of teachers for all levels of education.
17. Increasing the efficiency and effectiveness of the municipal administration in the provision of public services, through the facilitation and simplification of administrative procedures, with special care in the period of arrival of expatriates.
18. Assessment of the current state and losses in the water supply, identification of problems and needs in the municipality, revitalization and, where necessary, construction and development of drinking water infrastructure in the municipality of Gjilan.
19. Research, identification and registration of all municipal public assets and their use for increasing the well-being of citizens through the increase of municipal revenues from numerous public sources. Dealing with public property encroachments and identifying suitable public space for city cemeteries.
20. Inter-municipal cooperation with neighboring municipalities for common problems to mitigate the serious consequences of the ethnic decentralization process and cross-border cooperation with Albanian municipalities, as well as special care for all displaced and expelled from their lands.
