And the Central Election Commission has called for a spirit of respect to prevail during the six-day campaign. In 18 out of 38 municipalities, the mayoral runoff will take place, and the campaign officially starts on Monday, although candidates and parties have been holding rallies continuously.
The campaign will last six days.

"During the period of more than six days, from the 3rd until the opening of the Voting Centers, on November 9th, political entities and candidates will have the opportunity to carry out their election campaign activities. According to the Law on General Elections, adopted in 2023, the campaign ends with the opening of the Voting Centers on election day. Thus, just like in the elections held on October 12th, Saturday is not a day of electoral silence," said CEC spokesperson Valmir Elezi. 

Although the election campaign is scheduled to begin on Monday, the entities and candidates have started campaign activities earlier.

LVV held a rally in Pristina on Saturday, while LDK's candidate for Pristina, Përparim Rama, posted a sponsored video on Facebook promoting his work over the past four years.

Spokesperson Valmir Elezi, in an interview with Ekonomia Online, emphasized that the Election Law obliges subjects and candidates from November 3 to 9 to avoid hate speech and to campaign in a spirit of respect. 

"The Law on General Elections has defined a series of prohibited actions for political entities, candidates and their supporters. These prohibitions are mainly related to not hindering the campaign of a political opponent and the strict prohibition of threats and violence during the electoral process. In general, according to the law, the campaign must take place in a calm, respectful, democratic atmosphere, without hate speech, without intimidation and distanced from any form of violence," said Elezi.

The CEC has also announced that legally able voters who cannot leave their homes to vote at the polling station, due to physical, health or any other disability, must register to vote no later than November 4. 

The run-off will take place in Pristina, Prizren, Peja, Gjilan, Gjakova, South Mitrovica, Fushë Kosova, Vushtrri, Suhareka, Rahovec, Klina, Dragash, Kaçanik, Viti, Obiliq, Mamushë, Junik and Kllokot. 
As of Sunday, eight agreements have been reached between political parties in a total of 18 municipalities going to the runoff. 

The Alliance for the Future of Kosovo, based on public data, appears to be the party that has reached the most agreements, four of them. 

In Junik, he has reached an agreement to receive the support of Vetëvendosje, while he will support Vetëvendosje in Prizren. 

In Gjakova, AAK has reached an agreement with LDK. This city is currently led by the Alliance's candidate, Ardian Gjini.

AAK will return the favor in Pristina, where Bekë Berisha has announced support for the LDK candidate, Përparim Rama, who will compete with Hajrulla Çeku of VV.

Of the 18 municipalities, Vetëvendosje is in the runoff in the most, 12. 

This party has entered into a small number of coalition agreements.

In addition to the agreements in Prizren and Junik with AAK, LVV will support Shaban Shaban of PDK in Dragash and has already reached an agreement with Xhafet Tahiri of LDK for Vushtrri.

LDK will receive PDK's support in Gjilan, and in its long-time bastion of Fushë-Kosovo. The PDK-LDK agreement was also reached in South Mitrovica.
