Delays in the formation of central institutions since the February 9 elections risk diminishing citizens' interest in the October 12 local elections, according to policy analyst at the GAP Institute, Bekim Salihu, and local politics expert, Oktaj Hasani.
Salihu said that citizens can distance themselves from the campaign that starts tomorrow.
"The inability to form institutions at the central level since February, I believe, has given a bad signal in terms of civic engagement and civic interest in public policies. I believe or expect that this will also be reflected at the local level. Citizens will be able to distance themselves from both the elections and the campaign. They are discouraged. There is a certain stagnation with many mixed factors and it seems like a situation without a solution," he said in the debate on the local elections on Friday on KTV. "This is a signal that has attacked the citizen's motivation to be part of the political process, including the elections. But this is the message and image that these entities have created and let them face this reality that has been created in the last 5-6 months."
And Hasani said that neglecting the formation of central institutions will cost parties with fewer voters in local elections.
"Neglect will affect the number of voters in local elections, but I would not want this to happen.... But the election of a representative at the municipal level makes you face directly the problem you have as a neighborhood or as a community where you live. I hope that citizens see it this way and see local elections as a way to solve the issues they face on a daily basis," he said.

Meanwhile, Muhamet Hajrullahu, editor-in-chief of Telegrafi.com, said that citizens can be encouraged by "the most interesting lists for the assembly."
"Citizens should vote because once every four years we return to the field. Unlike national elections that can be more extraordinary and more frequent, which it seems we will have if we do not have a new government after the February elections, it is important that citizens go to the polls because they are elected once every four years... except in rare cases. What have I seen during the election campaign? The parties seem to have taken the work of the assembly lists very seriously. Why do I think so? There are two or three aspects. I have seen many good young people in all the parties that are competing. And this is the motivation for the citizens because the parties have taken the race seriously and the citizens, seeing this proactivity of the parties, can see more interesting people on the lists that can represent them," he said.
And Rajmonda Zhdrella, author of the show 038 on KTV, said that more distributed lists for assembly members at local levels would bring even more equality across municipalities.
"When you have strong representation in the Municipal Assembly, when the budget comes, everyone should have their voice... Now in Pristina, for example, there is no equal division of the budget. Assembly members who represent the neighborhood cannot allow money to go to only a few specific schools," she said, adding that there should be more votes for candidates from villages and not just from cities.

She said that the increase in salaries could also have influenced the improvement of the assembly lists.
Salihu said that drinking water, sewage, lack of greenery, parking lots, and construction are some of the problems that accompany the vast majority of municipalities.
