The Vetëvendosje movement in its program has foreseen that all children under the age of 15 will receive allowances in the amount of 10 euros per month. This scheme is expected to start from January 1, 2018 and will include all children who are citizens of the Republic of Kosovo and permanently resident in Kosovo.
Who will be the beneficiaries?
In order to avoid discrimination and eliminate excessive bureaucracy, allowances will be given to all children under the age of 15 regardless of their family's financial status. While the person receiving the funds will be the mother. So a mother who has three children will receive 30 euros every month in her account.
What is the purpose of this payment?
With a payment of 10 euros, it is not possible to solve the financial problems of a family, and this is not even the aim of this measure. But for many poor families living on social assistance, this amount can make the difference between what is called extreme poverty and living in dignity. And in Kosovo, there are about 110 people living in extreme poverty, of which 50 are children.
How much will this scheme cost?
This scheme is well thought out down to the smallest detail, and is not just a campaign promise. According to the population census, there are about 490 children under the age of 15 in Kosovo. Translated into money, this means that ensuring the well-being of every child and mother in Kosovo costs somewhere less than 60 million euros per year, or less than 3% of the current budget. This amount can easily be accommodated within the existing budget.
Is this all that will be done for the Welfare State?
Children's allowances are just one of the many measures that have been foreseen with the Vetëvendosje Movement program. Among other things, the construction of 160 nurseries throughout the entire territory of Kosovo is planned, the provision of schools for all students of grades 1-5 in all municipalities is also planned, as well as the construction of 4 social housing that will provide affordable housing.
