Ensuring the market for the sale of products
It does not matter how much a farmer is supported while planting the land, if after all that work he has nowhere to sell the produce he has harvested, especially when he has to compete with products that are heavily subsidized by the countries of the region. Therefore, Vetëvendosje envisages that, in addition to the aid that puts our farmers in an equal position with the farmers in the region, it will also ensure the market for the sale of those products.
Initially, this will be done with the passage of the Law on the Protection of Domestic Products, which will provide that all state institutions give priority to domestic products in procurement. In other words, local production will be given priority in every tender. As a second measure, it will be the unification of the market with the Republic of Albania, so that the farmers of Kosovo do not have any customs barriers if they want to sell their products there.
Investment in improving agricultural infrastructure
Here, investments are foreseen in the revitalization of existing irrigation systems, such as that of Ibër-Lepenci, as well as in the construction of new systems. Also, special importance will be given to the construction of collection points, in order to create an efficient circuit of distribution of products from the harvest to the final consumer.
Subsidy support for farm growth and processing
Past governments have distributed grants and subsidies, which in most cases either ended up in projects of friends close to the ministers, or were given in exchange for the vote and loyalty of families in extreme poverty. This misuse is proven by the lack of results in increasing capacities, despite the fact that millions of euros have been given so far.
The Vetëvendosje movement envisages that, through subsidies, it encourages the creation of large farms through the grouping of land and resources, so that they are more efficient and the cost of production is lower. Also, it is foreseen that the subsidy will be made for the construction of processing capacities, which enables the increase of the value of agricultural products.
This will be done either through the direct subsidization of interest on agricultural loans, or through the provision of oil at a cheaper price if it is used for agriculture.
