PDK, LDK and AAK include dialogue with Serbia in their programs, LVV does not

Dialogue with Serbia has taken a place in the programs of most parties aiming to win the December 28 elections. The Vetëvendosje Movement is the only political entity that has not mentioned this process, while the others have listed commitments regarding the agreements reached so far and the results they expect from the process.

The Vetëvendosje Movement is the only major Albanian parliamentary party that has not included the dialogue process with Serbia in its governing plans for the new governing mandate it is aiming for. In two of the four years it has led the government and even during 2025, high-level meetings have been absent, while talks have mainly taken place at the level of chief negotiators.

Unlike Vetëvendosje, dialogue with Serbia is included in the program of the Democratic Party, the Democratic League, and the Alliance for the Future of Kosovo.

The PDK has promised a coordinated, fair and sustainable process. According to this party, the dialogue with Serbia is a complex test that requires prudence, internal unity and full coordination with strategic allies. 

"The PDK government will: develop dialogue in close coordination with the US and the EU; protect the sovereignty and constitutional order of Kosovo; aim for sustainable and internationally enforceable agreements. No dialogue process will be developed to the detriment of state interests," the PDK program states.

The LDK has expressed a commitment in its program that it will not implement the dialogue agreements, which may be unconstitutional.

"LDK pledges to respect international obligations, in full compliance with the constitutional order of the republic, the territorial sovereignty of the Republic of Kosovo and the unitary character of the state of Kosovo. Any internal organizational arrangement of Kosovo will have as the owner of the process. The Government of Kosovo, and must have as a guide to the process only the Constitution of the Republic of Kosovo. Agreements and actions that exceed the Constitution of the Republic of Kosovo are neither recognized nor accepted by the Democratic League of Kosovo," the syllabus states.

According to the LDK, the dialogue with Serbia should end with the mutual recognition of both states. 

"At every stage of the dialogue, the LDK's position is unwavering: mutual recognition is the ultimate goal; the territorial and constitutional integrity of the Republic of Kosovo is not negotiable; and any agreement must strengthen Kosovo's international subjectivity, not weaken it."

And AAK has promised to implement all agreements. 

"A final agreement with mutual recognition would establish permanent peace in this part of Europe. Kosovo will fulfill its obligations in cooperation with allies, especially the US and the EU, with the sole goal of mutual recognition. Membership in all Euro-Atlantic structures is not only a right, but also an obligation of this generation. We must do our homework and in this mandate everything will be focused on implementing Kosovo's obligations towards the integration process," the party's program states.

The AAK plan foresees active involvement "in a formatted political dialogue in Brussels." 

"Collaboration with prestigious universities and entities known for offering economic and negotiation programs, with the aim of impartial and expert-based assessment of achievements and challenges in the implementation of existing, technical and comprehensive agreements," states the AAK program.

Njomza Arifi, who heads the Political and Legal Studies Group, says that whichever party leads the government will be under pressure to implement all agreements and continue high-level meetings. 

"Returning to the dialogue table with Serbia will be a form of obligation for Kosovo because we have requested and committed to the implementation of the Ohrid Agreement and its implementation annex, and both the EU and international allies expect a future government in Kosovo to immediately engage in the dialogue process and with concrete results," she said.

According to Arifi, the lack of results in the dialogue process this year is related to the political situation in Kosovo and the protests accompanied by tensions in Serbia.

"When decision-making is lacking, especially political decision-making, then it is very difficult to talk about concrete results. In such processes, which are very complex and require political will not only from the government but perhaps also a broader consensus among parties that goes beyond party interests because we consider the dialogue process to be a process of national importance for Kosovo," stated the director of GLPS.

The last attempt at a high-level meeting was made in June of last year. Acting Prime Minister Albin Kurti had conditioned the meeting with Serbian President Aleksandar Vučić on the signing of the Ohrid Agreement and the handover of Milan Radoićić, the person responsible for the 2023 Banjska attack.
