Gzim Shala, senior researcher at the Kosovo Institute of Justice (IKD), has enumerated the problems that influence the Academy of Law not to deliver the expected results in practice.
Shala has listed in "Tempus" the challenges that, according to him, affect the work of the Law Academy. The first aspect, according to him, is the dynamics of legislative changes.
"Until 2013, we had a Criminal Code, in 2013 another Criminal Code entered into force, and then this last Criminal Code also entered into force, which has also been changed. We have the same with the aspect of the Code of Criminal Procedure, where there are also three Codes and the idea is that it is extremely problematic to follow this dynamic of changes in laws, where sometimes it is done out of necessity, sometimes due to legislative misplanning and sometimes for political reasons", said Shala.
The second problem, according to him, is the mentality of a certain group of judges and prosecutors who are very difficult to get out of their own work practice.
Another issue which constitutes a problem according to the senior researcher of IKD, is the problem that the Academy of Law has, referring to the Rule of Law Strategy, where according to him, activities are listed that should be carried out by the Academy of Law. Justice and that the latter is not given a budget for the completion of activities.
Another problem, which according to Shala should be discussed, is the quality of the trainings that are held, since in some cases there are also shortages in trainings.
Shala said that many times there is an imbalance between the activities and trainings held by the Academy of Law and the problems that repeat year after year, and sometimes even increase.
