Fejzullah Rexhepi, president of the Supreme Court, in the show "Tempus" on KTV, said that he is disappointed with the implementation of the guideline for penal practice.
Rexhepi said that they are working on accountability, because this increases attention, both in training and in monitoring the practices of the Supremes. He said that they expect concrete results in the future.
"Actually, I'm not saying this for the first time, I'm personally disappointed with the implementation of the guidelines for the penal policy, this was also the reason why we entered the revision of the guidelines, now we are in the final stage where we expect to pass it in the session of overall, we have done an extraordinary job in facilitating the application of the guide, we have simplified its application and each judge has the easiest access to the application in relation to the revised guide", said Rexhepi.
The President of the Supremes said that he expects the guideline in question to be implemented, because it is in the interest of the judges to follow that practice.
"I expect that it will be implemented, the guide is non-binding in the sense of the legal provisions, but as long as it is the unified practice of the Supreme Court, I believe that it is in the interest of each judge to follow that practice because the guide is not something invented, but it is explanation of the legal provisions and is a relief for the judges", he added.
Before him, Gzim Shala, senior researcher at the Kosovo Institute of Law (IKD), said that years are passing without understanding the mandate of the Academy of Law. He said that the issue of providing the budget is problematic in many areas, where he mentioned the obligation for each judge to have a professional associate, and that this obligation has not been fulfilled.
"If there is a budget for all these positions of new judges, it is normally necessary to analyze what the effects have been, the effects extend to the Academy of Law, the effects eventually extend to the judges' offices and the need for an increase in support staff and not simply doing isolated actions and not seeing what their impact is in practice", said Shala.
Shala said that because of the budget, the Academy cannot develop a plan, a strategic vision of where it sees itself.
