To understand the current political relations in Kosovo in general and in its north in particular, the second Memorandum of the Academy of Sciences and Arts of Serbia (2011) should be carefully read, because everything is clearly marked there for everyone who wants to understand the strategy of Serbian politics, now and in the future, which, influenced by the international factor, continues to remain a factor of instability in the region
Wide opinion both in the country and in the outside world is familiar with the content of the First Memorandum of the Academy of Sciences and Arts of Serbia (1986) which was the project of the destruction of the former Yugoslavia, for Serbian interests, that was realized in the wars 1991-1995, but few are aware of the content of the Second Memorandum of this Academy (2011), which presents in detail the strategic action of Serbian politics in the region, where Bosnia and Herzegovina, Montenegro and Kosovo are at risk.

After the defeat of the war in Kosovo (1999), Montenegro remained in union with Serbia, but even this state union was temporary, because no one wanted to be with Serbia, given its role in the destruction of the former Yugoslavia and the politics of its hegemonic. Precisely because of the syndrome of such a policy in Montenegro, on May 21, 2006, the independence referendum was held. And from this date, the Serbian hegemonic policy came to an end and with it the disintegration of the former Yugoslavia and with it the idea of Greater Serbia.
But, in new circumstances, Serbian intellectuals have not remained silent, but have engaged for the Serbian issue, but under new conditions and circumstances. We are talking about the Second Memorandum of ASHAS, which was provided by the Bosnian newspaper "Slobodna Bosna", in March 2011. Like the First Memorandum (1986), this one also contains the program, strategic intent and action under new conditions.
Thus, Memorandum 2 stipulates that:

1) To reduce Serbia's responsibility for the crimes committed and the destruction, so that by raising charges, arrest warrants and mounted court proceedings against the citizens of BH, Croatia and Kosovo, it is placed on an equal footing with the surrounding countries;
2) To shift the attention of the regional and international media from the processes developed in the Hague Tribunal,
3) Bosnia-Herzegovina, Croatia and Kosovo to be forced to give up their lawsuits before international courts;
4) Put Serbia on an equal footing with other countries in the region with regrettable actions;
5) Insist on closing the Hague Tribunal and that Mladic's trial be held in local courts;
6) To destabilize the governments of neighboring countries, to provoke internal unrest and dissatisfaction and to blunt the blade of accusations against Serbia
7) To insist on the secession of Republika Srpska;
8) To insist on the acquisition of the constitutive status of the Serbs in Croatia, Montenegro and Kosovo and to make the transition of the Serb communities in the states of the region to the Pan-Serb Community;
9) To prevent the division of Vojvodina, to prevent the regionalization of Serbia and to prevent the action of the Islamic Community in Sanjak.
As in the First Memorandum of ASHAS from 1986, this second one was born mainly by Dobrica Qosiqi, and then by Lubomir Tadiqi and some co-authors of ASHAS originating from Bosnia-Herzegovina. This document has been treated as unofficial for internal use in the Government of Serbia with the motto "to be read but not distributed".
If these points are analyzed, it becomes clear that this document is decisive in the Serbian political strategy to realize their objectives of the "Serbian world", which is synonymous with the creation of "Greater Serbia", which is a constant threat to the entire region.
Serbia remains a destabilizing factor in the region
Even after the destruction of the former Yugoslavia, where the main cause was the Serbian hegemonic policy and the lost wars in Slovenia, Croatia, Bosnia and Herzegovina and finally in Kosovo, the Serbian government, although in new circumstances, continues with such destabilizing policy towards its neighbors, especially the region in general, where the second Memorandum of the Serbian Academy remains the strategy of Serbian politics now and in the future.

From the SANU Memorandum to the "Serbian world"
Serbia has never given up its expansionist policy towards its neighbors, in order to realize "Greater Serbia" in practice, although it is presented in the public opinion through the phrase "Serbian World". Thanks to the geopolitical circumstances, although Serbia has not imposed sanctions against Russia due to the aggression in Ukraine, it continues to be pampered by the EU with the aim of bringing it closer to the European course, but I think it is useless because Serbia, faithfully continues to follow Russian politics.
Until Serbia is punished with sanctions from the EU, as a destabilizing factor in the region, where at the moment the most endangered is Kosovo, which on September 24, 2023 was attacked by a terrorist group to separate its north, where no one for this act from the Serbian side has not been punished, proves that such an act can be repeated, which would be fatal for the region.

Finally, thirteen days before the end of the year, the Special Prosecutor's Office of the Republic of Kosovo came out with a long indictment against 45 Serbs. The 158-page document summarized descriptions, actions and facts to charge a certain number of people, not only for Banjska, but also for all the violence that took place in May 2023 and preceded the event that took place on September 24, 2023.
But, as a response to such an accusation, the president of Serbia, A. Vučić, presented the conditions for the continuation of the dialogue with Pristina in a press conference. His conditions in seven points were demagogic, forgetting that Kosovo is a sovereign state and is in defense of territorial integrity.

The Academy celebrates half a century as a state-forming and emancipatory institution
As long as Serbia conditions Kosovo with the continuation of the dialogue, I think that this dialogue has lost its seriousness, so the best way is for it to continue in a different format, after the parliamentary elections. And there is no way it could be otherwise because until now the international mediators were one-sided and in favor of Serbia, not punishing it for the terrorist actions in Kosovo (September 24, 2023), even accusing Kosovo of not coordinating its actions those that are in favor of the sovereignty and territorial integrity of Kosovo.
Considering that Kosovo has entered the pre-election campaign because the regular parliamentary elections will be held on February 9, 2025, it is logical that the dialogue should be interrupted and continued after the elections. Not only that, but we need a new format with dignified personalities from countries that have recognized Kosovo internationally.
