Despite the cancellation of the Summit of the Leaders of the Western Balkans and the European Union due to the failure of the tender, Prime Minister Albin Kurti made a short visit to Bosnia-Herzegovina. There, Kurti will meet with political representatives and those of the non-governmental organization "Association of Independent Intellectuals Krug 99". Kurti's visit to Sarajevo prompted the reaction of the president of the Republika Srpska entity, Milorad Dodik, calling it a provocation.
Prime Minister Albin Kurti traveled on Thursday to Sarajevo, Bosnia-Herzegovina, where he will have meetings with political representatives and will participate in an organization of non-governmental associations.
The visit was carried out despite the cancellation of the Summit of the Leaders of the Western Balkans and the European Union, because the tender for the organization of this event failed. His departure to the state that has not yet recognized Kosovo's independence and has not even implemented the agreement on movement only with IDs, has prompted numerous reactions to the Republika Srpska entity there.
The government spokesman, Përparim Kryeziu, said that despite the cancellation of the Western Balkan Leaders' Summit, Kurti will pay a short visit there.
"The Prime Minister of the Republic of Kosovo travels today from Brussels to Sarajevo, Bosnia-Herzegovina. This trip of the Prime Minister to Bosnia-Herzegovina was planned to take place within the framework of his participation in the Summit of the Leaders of the Western Balkans and the European Union that was planned to be held on December 4 and 5 in Neum. Due to some problems which the organizer has already made known, this summit has been cancelled", said Kryeziu. "Nevertheless, the prime minister will make a short visit to Sarajevo, where he will have meetings with representatives of institutions and political representatives, as well as participate in an organization of the non-governmental organization 'Association of Independent Intellectuals Krug 99'".
The Council of Ministers of Bosnia-Herzegovina has decided to cancel the summit of the leaders of the Western Balkans and the European Union (EU), which was planned to be held on December 4 and 5 in the Neum of Bosnia.
The news for Radio Free Europe was confirmed by the deputy chairman of the Council of Ministers of Bosnia and Herzegovina, at the same time the Minister of Defense, Zukan Helez. According to him, the summit was canceled because the tender for the organization of this event failed. He added that the new tender for the organization of the summit will be announced soon and that most likely this event can be held in January next year.
This event was planned to bring together key leaders from the region and the EU, with the aim of strengthening cooperation and examining important political, economic and social issues.
The president of the Republika Srpska entity, Milorad Dodik, called Kurti's visit to Sarajevo a provocation. In protest, the Serbian ministers boycotted the extraordinary session of the Council of Ministers of Bosnia and Herzegovina on Thursday. According to Dodik, Kurti went to Sarajevo to talk about national minorities, while he himself, as the president of the Republika Srpska, goes to Sarajevo to appear in court.
"While Kurti, responsible for the numerous attacks on the Serbian people and Orthodox holy places, has been welcomed with respect in Sarajevo, I, the elected president of the Serbs in Bosnia and Herzegovina, am on trial because I do not respect laws that were not passed by the will of the people, but in the offices and kitchens of those who today stand behind this provocation", said Dodik.
In August, the Prosecutor's Office of Bosnia-Herzegovina filed an indictment against Dodik and the acting director of the official newspaper of the Republika Srpska, Milosh Lukiqi, for not implementing the decisions of the high representative in Bosnia-Herzegovina, Christian Schmidt. The indictment against them was changed and then confirmed on September 11.
In June, the National Assembly of the Republika Srpska adopted laws regarding the non-publication of the decisions of the High Representative and the non-implementation of the decisions of the Constitutional Court of Bosnia and Herzegovina. High Representative Schmidt then decided to abolish them.
Dodik signed the decree for the entry into force of these laws and Lukić published them in the Official Gazette of the Republika Srpska.
When he repealed the Republika Srpska law, Schmidt made changes to the Criminal Code of Bosnia-Herzegovina, according to which disobeying the decisions of the High Representative is a criminal offense.
Meanwhile, the vice-president Stasha Kosharac, explaining the decision to boycott the session of the Council of Ministers, recalled the fact that Bosnia-Herzegovina does not recognize Kosovo and "that this will never happen". According to her, this behavior of the "criminals of Sarajevo" causes insecurity.
"Kurti is a thug who organizes attacks on the Serbian people and the Serbian Orthodox Church. And how can we welcome such a person here?", she said.
The representatives of the Republic of Serbia in the Working Group for the Development of the Reform Agenda announced that they will not even participate in the session of this commission, which is also scheduled for December 5.
Bosnia-Herzegovina must send the reform agenda to Brussels to realize the benefits of the European Union Growth Plan for the Western Balkans, which captures a total value of six billion euros. Bosnia is the only country in the region that did not send this document due to political disagreements over laws on courts and the Constitutional Court of Bosnia and Herzegovina.
This state refuses to recognize Kosovo due to the opposition of the Republika Srpska, headed by the pro-Russian Dodik, sanctioned by the US for undermining the Dayton Agreement. He has also prevented the entry into force of the Agreement reached in the Berlin Process, for the abolition of the visa regime between the two countries.
At the summit held in October this year in Berlin, Prime Minister Kurti declared that from January 1, 2025, Kosovo will unilaterally allow the citizens of Bosnia-Herzegovina to enter only with ID.

Osmani announced that in this meeting they discussed security in Kosovo. The day before, she met the new president of the European Council, Antonio Costa, the president of the European Parliament, Roberta Metsola, and the assistant secretary for European and Eurasian Affairs of the US State Department, James O'Brien, to whom she told them that the institutions of Kosovo has evidence that Serbia is behind the attack in "Ibër-Lepenc".
