The person accused of planning terrorist attacks in Pristina and Merdar, Blend Vrajolli, has been sentenced to three years and six months in prison.
According to the indictment of the Special Prosecutor's Office, filed last year, the 25-year-old had planned terrorist attacks against members of the LGBTI community in the capital's square and at the border point with Serbia, Merdar.
The verdict was announced on Tuesday in the absence of the accused.
The trial panel of the Basic Court in Pristina headed by Valbona Musliu-Selimaj found that Blend Vrajolli has exchanged messages proving that he planned terrorist attacks.
"The accused Blend Vrajolli, in the period of several months, until the date of his arrest, on 21.2.2023, made plans and prepared for the undertaking of terrorist attacks in Kosovo, in the square of Pristina against members of the LGBT community and at the border point Merdar with substances dangerous and deadly to human life in combination with calcium nitrate, the details of which he disclosed during the communication developed through the Threema application by the profile 'Proxial' with a person named Al Muhaxhiri, from whom he seeks instructions for the creation of homemade bombs or explosive materials", said judge Musliu-Selimaj.

The court also found that Vrajolli received training that would help him carry out terrorist attacks.
"The accused with the nickname 'Abu Ubayd' received training for terrorism, in such a way that from January 31, 2023 to February 7, 2023, during communication with the person with the nickname Al Muhajiri or the foreign person through the 'Threema' network, from who has received instructions, the acceptance of practical knowledge for the production of explosive devices, other weapons - chemical substances, substances harmful to people, property and the environment, in order to commit or contribute to the commission of the terrorist offense described as above high", she declared.
Prior to his arrest at the Hani i Elezit border crossing on February 21, 2023, the defendant lived in Dijon, France. And in making the decision on Vrajolli's punishment, the reports from the French authorities were also taken into account.
"The court has taken as evidence the communication that he had with the foreign person or Al Muhajiri, from whom he accepts the things necessary for the creation of bombs. He announces that he will find the same ones. He informed him that he found some of them. Al Muhajiri informs the person that he will travel for Umrah on February 9 and will return on the 23. He also announced that he has bought some of the equipment, he will do a search for the same and will find them in Kosovo and he will carry them by bus, until he himself will return by plane", said the judge during the announcement of the verdict.
Vrajolli has exonerated the other persons with whom he had communication and has blamed himself.
In the prison sentence, he will also be credited with the time spent in custody. The court decided that with a separate decision the measure of detention should be continued until the decision becomes final.

"The defendant states that later on he himself invented two plans: the first plan was to carry out a terrorist attack in the square of Pristina, against members of the LGBTI community, while the second plan had to do with a terrorist attack at the point border in Merdar to the police of Serbia, noting that he did this only to continue contact with the person in question (Muhaxhiri)", says the justification of the indictment.
The court concluded that the messages exchanged by the defendant with unknown persons discussed the ways in which the terrorist attacks would be technically carried out and the places where the attacks were planned.
"During these communications, videos were also presented on how to prepare explosives or explosive materials, what products are needed for securing them, what is the method of securing that explosive material. There were also videos of how weapons are used or their manipulation. The accused also mentioned that he sent the person in question a map where he identified a part of the Kosovo-Serbia border, as well as the Pristina square, where the LGBT community usually parades," said judge Musliu-Selimaj.
The prosecution in the indictment filed on September 15, 2023 claims that for these attacks it received maps and other messages in applications such as Threema and that it intended to use the combination of calcium nitrate with other substances to make explosives. He was arrested at the Hani i Elez border crossing last year, where 2500 euros were confiscated after a trip to Saudi Arabia.
In the statements at the Prosecutor's Office, he exonerated the other people with whom he had communication and blamed himself, claiming that he lied to the Prosecutor's Office - saying that he invented the plan for a terrorist attack on the spot during the interview at the Prosecutor's Office.
"(In the first statement vj) I made it up because I asked Valon (witness Valon Latifi vj) if it is allowed to attack the LGBT community... Yes... The conversations remain. The goal does not stand. Because if I had had an intention, you would have seized explosives or other weapons from me, but all that you have seized from me are only tools and computer programs", Vrajolli said during the presentation of his defense in the court hearing on 30 January 2024.
