Terrasi condemns the attack in Ibër Lepenc, expresses reservations about the impasse in the dialogue

Clarification of the terrorist attack on the Ibër Lepenci canal was requested by the new rapporteur for Kosovo in the European Parliament, Riho Terras, on Monday, at the start of the three-day fact-gathering mission. In demanding that those responsible for the attack be brought to justice, Terras expressed reservations about the stalemate in the Kosovo-Serbia dialogue.

The rapporteur for Kosovo in the European Parliament, Riho Terras, has condemned the terrorist attack on the Ibër-Lepenci canal, in his first visit to Kosovo. During the three-day stay for gathering information, Terras said that he will also visit the north, populated mainly by Serbs. 

"Tomorrow I plan to visit the north of Kosovo. I will hold several meetings there and at the same time I will visit the place where the attack on the Ibër-Lepenci canal took place. We also encourage the authorities to work in this direction towards the discovery and enlightenment of this case. All criminals must be brought to justice. I am a general, and to make a plan at once I must have a complete overview of the information," said Terras. 

He was reserved to talk about the stalemate in the dialogue with Serbia, which is one of the main requirements for the integration of both countries in the EU, but added that Kosovo has successfully undertaken a series of reforms. 

"We are here to help Kosovo in its journey towards integration into the European Union. Kosovo has successfully undertaken a series of reforms in its progress. This is reflected in the Progress Report for 2024. As a rapporteur in the European Parliament, we are here to include all these achievements in the Report," said Terras. 

The new rapporteur for Kosovo was received on Monday by President Vjosa Osmani, the Speaker of the Assembly, Glauk Konjufca, and Prime Minister Albin Kurti. 

The head of the executive spoke about the necessity of lifting sanctions from the EU. 

"Within the Growth Plan, Kosovo proved its institutional preparation, while in the implementation of the ERA II reform agenda, an implementation rate of 72% was achieved from 45% in previous governments, while in the National Program for European Integration (PKIE) implementation level in 2023 reached 66.12%. Following this, the prime minister called for the removal of EU measures against Kosovo and emphasized the importance of accepting the questionnaire and the status of the country as a candidate for membership in the European Union as soon as possible", says the OPM. 

President Osmani asked Terrasi that the internationals take a unique stance towards Serbia's destabilizing actions, while President Konjufca said that Kosovo's aspiration for integration coincides with the EU's goals for expansion.

"Mayor Konjufca expressed his conviction that through close cooperation between the institutions of the Republic of Kosovo and Mr. Terras, as the rapporteur for Kosovo in the European Parliament, will walk together closer and closer to the goal of integration into the EU. In this meeting, it was discussed precisely about this aspiration of Kosovo for integration that coincides with the aim of expansion on the part of the European Union. The interlocutors agreed that this common interest of a more powerful, unitary and united Europe, which is guaranteed by the value foundation, is a point of arrival that requires comprehensive contribution and commitment from all parties, but which remains a necessity especially in the situation where is the threat posed by the Russian invasion of Ukraine and Russia's influence on our continent", said the Assembly.
