Electricity prices increase by 16.1% for all consumer categories

With the approval of new electricity tariffs, the Board of the Energy Regulatory Office has formalized the increase in electricity prices by 16.1 percent for all categories of consumers. This decision has been opposed by representatives of political parties that have been in opposition until now, while they have said that ERO has become a tool of the Government. And the incumbent Government has said that they have no control over the prices of imported electricity

A consumer who spent an average of 50 euros on electricity in March will receive a bill for 1 euros higher from May 8, after the Energy Regulatory Office (ERO) approved new electricity tariffs for retail consumers on Wednesday.

With this, the price of electricity has increased by 16.1 percent for all categories of consumers.  

The high tariff for consumers who consume less than 800 kilowatt hours of electricity per month has increased from 7.79 cents to 9.05 cents per kilowatt, while the low tariff has increased from 3.34 cents to 3.88 cents per kilowatt.

And for consumers who spend over 800 kilowatt hours, the high tariff has increased from 13.29 to 15.43 cents, while the low tariff has increased from 6.27 cents to 7.28 cents.

Muharrem Gashi, head of the tariffs department at ERO, announced during Wednesday's meeting that the new tariffs will be in effect from May 1 of this year until March 31, 2026.

"I urge the board to review and approve retail electricity tariffs for consumers with the right to supply and universal service to be supplied as of May 1, 2025 with a linear increase of 16.1 percent for all categories of consumers," he said.

This proposal received the unanimous vote of the Board members. 

"I note that with five votes in favor, the retail tariffs for consumers with universal service are approved, as the criteria are set out in primary legislation. All consumers who are entitled to be supplied with universal service tariffs are household or family consumers and small businesses with a turnover of less than 10 million and less than 50 employees. So, these are the two categories that are entitled to be supplied through the supplier with universal service obligation KESCO for the tariff period from May 1 to March 31 of next year", emphasized Ymer Fejzullahu, Chairman of the Board of ERO.

The Board of the Energy Regulatory Office has also approved the tariffs for the use of the Transmission Network and the market and the Transmission System and Market Operator (KOSTT).

After this, the ERO meeting was held behind closed doors, as the agenda also included reviewing some of the complaints that consumers had addressed to this institution regarding the warning about the increase in electricity prices.

During the tariff consultations, the Presidency of Kosovo opposed the ERO proposal, the Ministry of Economy recommended that the increase not affect households that consume less than 800 kWh, but these recommendations were not taken into account by ERO.

Acting Minister of Finance, Hekuran Murati, when asked by journalists about the issue after the Government meeting on Wednesday, said that the executive has no control over electricity import prices.

"As far as we are concerned, during this mandate, what we have been able to do is that the price of electricity that KEK sells continues to be 30 euros per megawatt hour. What has influenced the increase in tariffs could be two issues. There are operational costs that ERO approves, and there is the price of imported supplies. As a government, we do not have control over import prices, just as we do not have control over oil prices," Murati emphasized.

Representatives of parties that have been in opposition until now have criticized ERO regarding the decision to increase the price of electricity, saying that it has become a tool of the Government.

"While the 'resigned' Albin Kurti invited the members of the government cabinet to a government meeting, ERO, transformed into a government tool, approved a 16.1% increase in electricity prices. And while Albin Kurti is worried about numbers and bargaining, citizens will deeply feel the impoverishment in their electricity bills in May. This is not just governance!", wrote Democratic Party (PDK) MP Blerta Deliu on Facebook.

Criticism of the ERO's decision was also expressed by the Democratic League (LDK) MP, Avdullah Hoti, who assessed that there is no economic reason to increase electricity tariffs.

"First, the energy markets have been stable and are expected to remain so, as there are no likely changes in demand or supply of energy. This is because great progress has been made in the energy transition of many EU countries to become independent from Russian gas, which means that the energy supply has been stabilized and there is much greater security of supply... Second, there is no logic in accepting losses, which amount to tens of millions of euros, from electricity companies in Kosovo year after year, and including them in the tariffs paid by consumers," he wrote on social networks. "It is regrettable that today Kosovo does not have an effective government that handles with professionalism and maximum care such decisions that affect the standard of living of every family."

Two citizen protests have been held against the increase in energy prices, while another has been announced for Saturday. 

Within 4 years, this is the third time that the price of electricity has increased.
