The agenda, which opened the first session of this parliamentary session about two months ago, arrived on Wednesday to be dealt with by the deputies.
At the beginning of the meeting, four votes were taken to prove the presence of 61 legislators in the session, since the opposition did not vote for presence in the hall.
"Please, MPs of the majority, be more concentrated", was the request of the Speaker Glauk Konjufca, addressed to his colleagues who are part of the coalition.
After several minutes of efforts by the head of the parliamentary group of Vetëvendosje, Mimoza Kusari-Lila, the 61 deputies of the government started the voting process, which for several sessions has been impossible due to the lack of quorum.
For the same problem, three international agreements were postponed for approval on Wednesday.
With the votes of the deputies of the entities in power, and in some cases also of the deputy left from Vetëvendosje, Eman Rrahmani, the Assembly approved 5 draft laws, the National Program for European Integration 2024-2028, and several other resolutions and reports.
But, again due to the differences in attitudes within the coalition MPs, the draft law on IVF, the one on civil status, and the draft law on the state matriculation exam did not pass.
A vote was not even given to the amendment of the Draft Law on Vehicles, proposed by the opposition.
"Knowing that it is difficult for them to buy a car with an economic standard of low and middle families and therefore seeing that the vehicle law prohibits the importation of cars older than 10 years, I have proposed that this restriction should be removed", said Mërgim Lushtaku, deputy of the PDK, who had proposed the changes in the law.
However, deputies of the ruling party emphasized that the legal changes will be sponsored by the Ministry of the Interior.
Fitore Pacolli, deputy of the LVV, said that the changes proposed by Lushtaku have not passed the committee.
"The commission thinks that the proposals are unprofessional, that's why we ask the deputies not to vote for them. Also, the Ministry of Environment and Infrastructure is working on the drafting of the new law", she said.
In the meeting, the changes in the Draft Law on Public Officials were also passed, which, among other things, allow the holding of the position of acting officials for one year plus one year, from 6 plus 6 months as it is now.
This received criticism from Besnik Tahiri, head of the AAK parliamentary group.
"Today, every middle and senior official feels threatened by political pressure and the provision of rationing by law of the incumbent, 1+1. Don't forget, every government that comes will try to have 1+1 the incumbent, with one email to keep him in office and with one email to dismiss him", he said.
At the time of the voting of the resolutions that came out of the extraordinary debates of the opposition that were held in the last days, the deputies of PDK, LDK and AAK were not in the session.
Their colleagues from the ruling parties overthrew them by voting against.
With Kusari-Lila's directives to vote against, the resolution from the parliamentary debate about her communications with Milan Radoiciq was also defeated.
As a result of the absence of the opposition in the session, the draft resolution on the issue of the emigration of citizens from Kosovo, which was proposed in February of this year, remained without treatment.
