Prime Minister Albin Kurthi has asked to stop, as he said, the process of blocking the reforms of the Government he leads. At the initiative of the executive meeting, he took as a trigger the concept document for the sovereign fund, for which he said that next month it will be one year since it was sent to the Constitutional Court. The opposition reacted to Kurti
The Constitutional Court and the opposition were criticized on Wednesday by Prime Minister Albin Kurti, at the initiative of the Government meeting.
Speaking about the concept document for the sovereign fund that has been disputed in the Constitutional Court, Kurti said that every day that this document remains in the court's drawers is wasted time and an obstacle to the state.
"In February 2022, we approved in the Government the concept document for the sovereign fund, which includes the most successful models in the world and proposes the special path that the sovereign fund of the Republic of Kosovo should follow. A year and a half have passed since we approved the draft law in the Government that paves the way for the foundation of the fund. In December 2023, in the Assembly of the Republic, we approved the Law on the sovereign fund of the Republic of Kosovo. And next month, it will be one year since the law is in the drawers of the Constitutional Court", said the Prime Minister. "Every day that passes is wasted and extremely valuable time, as our country stumbles into a time of great change and opportunity in the world economy, as we record the greatest economic growth, accompanied by the highest progress democratic".
Prime Minister Kurti has assessed that the sovereign fund is vital for economic growth, increasing investments and enriching the investment structure.
He raised doubts about the influence of the Constitutionalist by the opposition.

"We hope that the opposition's warnings, that the Constitutional Court will reject our law on the sovereign fund of Kosovo, according to their internal information, will not turn out to be correct. So, we hope that this gap of blocking positive and progressive reforms will be stopped, as happened with the Law on the Bureau for the Confiscation of Unjustifiable Assets, with the Law on the Prosecution Council of Kosovo, with the Law on the ceiling price for basic products, among others" , Prime Minister Kurti said.
The deputy of PDK, Blerta Deliu, reacted to Kurt. She wrote on Facebook that the Constitution is not to blame.
"The blame lies with your many ministers, deputy ministers, deputies and advisers, who are creating laws that violate the highest legal act of our state with both feet. "Leave the Constitutional Court alone and every other institution that is trying to protect the state from your misgovernance," she wrote.
And, at the opening of the meeting of the executive, the prime minister also spoke about other issues. He said that to prove the great and very important work that can be done in one year, with the institutions that have been established, the Institute for Crimes Committed during the War in Kosovo can be taken as an example.
This institute was founded by the need to preserve and document the truth about the crimes committed by Serbia in Kosovo. This week, the Institute presented its one-year work report.
The Prime Minister has repeated that if the collected materials were to be arranged as standing folders, they would become a long series of 189 meters or 15.8 terabytes.
"All this is thanks to the dedication of all those who have contributed: citizens, organizations, institutions, municipalities, ministries, journalists, human rights activists and various collectors. I thank each and every one of you for the testimonies you have shared and the memories you have preserved. I invite all of you to continue to support the Institute towards the realization of its just and noble mission. We know that this process is not easy, but it is essential to perpetuate the truth, to document the truth and to enable and assist justice. This cooperation is proof of the common commitment to protect our collective memory", said the Prime Minister.
Among other things, the 2025-2030 Health Sectoral Strategy was approved at the meeting of the government cabinet, which Minister Arben Vitia explained in detail.
"The strategy enables coordination in health, future planning based on priorities according to real needs, improving health services and creating new services that reduce citizens' expenses," he said.

The Prime Minister, meanwhile, said that with the reform we are doing in the health sector, full access to quality and safe health services is being ensured for all citizens, without financial difficulties.
He also spoke about the fight against organized crime and corruption. According to the prime minister, this fight is being strengthened with a modern law, which follows the standards of the European Union against money laundering.
After his speech, the Government approved the Bill against money laundering. Prime Minister Kurti said that its approval enables the application of the Republic of Kosovo for membership in the Single European Payments Area (SEPA).
"Our Republic thus fulfills the last condition for applying for membership in the Single European Payments Area or SEPA (Single Euro Payments Area). Kosovo's membership in SEPA brings numerous benefits to our economy, including facilitating international and interbank transfers and reducing the costs of those transactions for both citizens and businesses. "According to a study by the 'German Economic Team', membership in SEPA saves our citizens around 55 million euros per year, which were the previous costs of interbank and international money transfers," Prime Minister Kurti said.
In this meeting, among other things, a supportive opinion was given regarding the Legislative Initiative of the Assembly to amend the Law on Special Prosecution, the Draft Regulation on Regional Performance and Monitoring of Balanced Regional Socio-Economic Development was approved, and the Regulation on Rights was voted on. of Rabat, sponsored by the Ministry of Culture.
The Minister of Culture Hajrulla Çeku has said that, as a new instrument that was introduced with the new Cinematography Law, the rebate aims to attract investments in cinematographic and audiovisual productions in Kosovo, the sum of 30 percent of which investment is returned to the investing company in place.
The Minister, in a press conference after the Government meeting, condemned the beating between two officials of the institution he leads.
"No one, regardless of the context, circumstances or reasons behind it, has the right to use violence against someone else, especially within state institutions. As soon as we have the correct information about what happened, we will take all the necessary actions", said Çeku.
He also spoke about Albania's cooperation with Serbia for the organization of the European Championship, age group U21. It was stated that the reasons of the Albanian Federation for the lack of infrastructure in Kosovo do not stand.

"It is not good, I believe, that it happened the way it did. At least Albania would have to be correct, the Federation, to come and ask us about our investments and infrastructure and then act in one form or another", Çeku said.
In the meeting of the executive, the decision to expropriate the properties that will be affected by the extension of the QMI-Lipjan road was approved, as well as decisions for other expropriations. More than 7 million euros have been allocated to guarantee loans in implementation of one of the measures within the Economic Revival Package.
