Kurti requested a postponement of the session, Kadrijaj throws eggs at him, Dehari shuts him down

The second continuation of the constitutive session, which began with a request for its postponement and ended with the intervention of security forces in the Assembly hall, has escalated into physical clashes. Tensions increased after the Alliance MP, Time Kadrijaj, threw eggs at the leader of Vetëvendosje, Albin Kurti, an action that was followed by a push between the lawmakers. Kurti did not problematize the throwing of eggs at him. He said that the problem is the fact that the party leaders refused to meet with him, with the aim of reaching an agreement on the president. Representatives of several other parliamentary entities have called the session a shame, and some have called on the LVV to propose the speaker of the Assembly as soon as possible

The eleventh legislature was not constituted even in the second continuation of the session, which was held 12 hours after the expiration of the deadline for its conclusion, set by the Constitutional Court.

The meeting of the new deputies lasted only 5 minutes. 

The leader of the Vetëvendosje Movement, Albin Kurti, like two days ago, did not propose a candidate for speaker of parliament, with the justification of giving the opportunity to reach an agreement on the president.

"My meetings and communication as acting prime minister and chairman of the winning entity, the Vetevendosje Movement, with the chairmen of other parliamentary parties have continued. We do not yet have a political agreement, therefore, in order to avoid new elections, I have asked for additional time," Kurti said. 

The chairman of the session, Avni Dehari, also made a request for a political agreement as a fellow party member.

"Honorable deputies, honorable deputies, I ask the leaders of all parties to increase their efforts for political agreement," he said.

After this, the situation escalated in the Assembly hall.

Alliance MP, Time Kadrijaj, threw eggs at Kurti and was followed by physical altercations between lawmakers.

Speaker Dehari did not see or hear the argument that broke out inside the Assembly hall.

He acted after receiving advice from the acting secretary general of the Assembly.

"Interrupt the session," was the call of Feride Podvorica - acting secretary general of the Assembly. 

Then Dehari reacted.

"The session should be suspended, security, let the security service intervene, please. Please, the security service."

After the intervention of deputies and security staff, Dehari closed the session.

"The session is suspended, you will be notified in due course when the next session will be held," said Dehari.

Based on a ruling by the Constitutional Court, the continuation of the session must be called no later than 48 hours from its closure.

And, although Vetëvendosje has been accused of violating the constitutional deadline, since the legislature was not constituted within the 30-day deadline, MPs from all parties appeared in the Assembly hall.

Shortly after eggs were thrown at him, the leader of the Vetëvendosje Movement, Albin Kurti, said that he is not complaining about this. He emphasized that he is complaining about the opposition's lack of willingness to sit at the negotiating table.

Alliance MP Time Kadrijaj threw eggs at Kurti after he again requested the postponement of the constitutive session of the Assembly, with the aim of reaching an agreement on the president. 

"If throwing eggs and hitting the prime minister's jacket and trousers with eggs thrown at him by a female MP is the price I have to pay so that they can sit down and talk, I am happy to pay this price just to come to the meeting. I am not complaining that they threw eggs, I am complaining that they do not want to meet," Kurti told the media.

The leader of the Alliance, Ardian Gjini, is the only leader of the major political entities who has rejected Kurti's invitations for a meeting. The leader of the PDK, Bedri Hamza, held a meeting after which he said that the party he leads will remain in opposition. Meanwhile, the discussions initiated by Kurti were held with the leader of the LDK, Lumir Abdixhiku, until Friday, but the parties have not given up their stance on the post of president. Kurti wants the president to be non-partisan, and Abdixhiku has said that this post should belong to the LDK.

Kurti said on Saturday that without a political agreement between the parties, the constitution of the Assembly would lead the country towards new elections.

"We did not propose a name for the Speaker of the Assembly, although we have the votes for such a thing. Since any constitution of the Assembly, without a political agreement that would guarantee the presence in the hall and the vote for the President of the Republic, would inevitably lead us to new, repeated, premature, inevitable, unnecessary and in any case harmful elections. Therefore, our right and useful insistence is to sit down, talk, and come to an agreement," Kurti emphasized.

Kurti said that despite the differences between the parties, efforts to reach a political agreement should not yet be considered failed.

"In these last few hours, between the beginning of the session for the constitution of the Assembly and the continuation of this session, I have had meetings. I have also written letters. I have written letters inviting for meetings, I have written letters responding to the positions of my subject, I have written phone messages to meet with the leaders of political parties and I do not believe that we should declare the efforts failed or completed."

Hoxhaj calls it a "shameful session", Lushaku a "disaster" and Ramadani an "absurd situation"

The main political entities represented in the Assembly have accused the Vetëvendosje Movement and its leader, Albin Kurti, of failing to constitute the new legislature within the 30-day deadline defined by the Constitutional Court.

Democratic Party MP Enver Hoxhaj described Saturday's meeting as a "session of shame" and, referring to the fact that the Assembly hall was closed on Friday evening, said that Vetëvendosje is treating this institution as its property.

"If yesterday they symbolically locked the assembly hall, today they locked democracy... Kosovo no longer has democracy as of today. There is neither a constitution nor a constitutional order in this country. Mr. Kurti has destroyed, suspended all democratic institutions of this country and these are among the hardest days the Republic of Kosovo has ever had since its existence as a sovereign and independent state," Hoxhaj declared. 

Democratic League lawmakers have also joined those of other parties in criticism, a day after major differences were expressed between this party and Vetëvendosje regarding reaching a coalition agreement.

LDK MP Jehona Lushaku said that all responsibility falls on Vetëvendosje. 

"We are seeing total irresponsibility from the first subject, which is not finding a way to fulfill its constitutional obligation to present the name of the Speaker of the Assembly and to hold a vote and to constitute the Assembly. And this is truly a disaster, it is a great lack, but it is their irresponsibility. I call on all citizens to see this picture of an Assembly that convenes and fails to constitute itself, and the responsibility belongs to the largest subject," said Lushaku. 

Unlike the MPs of these two parties, those of the Alliance did not speak to the media after the session was adjourned.

It was this party's MP, Time Kadrijaj, who threw eggs at Kurti, an action that was followed by a physical clash between MPs.

And, while waiting for the session to continue, MP Burim Ramadani said that Kosovo has wasted an enormous amount of time by not having functional institutions.

"We are in a totally absurd situation, not only in terms of legality and constitutional uncertainty, as we believe the constitutional deadline ended yesterday, but this is a totally absurd political, human and partisan situation," Ramadani stressed. 

Representatives of these parties, during public appearances, did not give any indication that they would respond to Kurti's invitation for a meeting, nor did they talk about the possibility of an agreement with Vetëvendosje on the issue of the president.

The Assembly is considered constituted on the day when the Speaker and the 5 Vice-Speakers are elected. On that same day, the 60-day deadline for electing the President begins. If the election fails during this period, the Assembly is dissolved and early elections are declared.

Vetevendosje, together with community legislators excluding those from the Serbian List, has enough votes to elect the speaker of parliament and vote for the government. However, for the president, at least 80 MPs are required to participate in the vote in the first two rounds.
