Konjufca: A name from the Jashar family, social consensus for the president

The Vetëvendosje movement will not put the opposition before the fait accompli by unilaterally proposing a candidate for president, Deputy Prime Minister Glauk Konjufca said on Wednesday. However, he stated that a president from the ranks of the Jashari family is the only name that ensures broad social consensus. Meanwhile, ten civil society organizations have called on political entities to put aside political calculations and reach an agreement on the president.

Deputy Prime Minister Glauk Konjufca has refused to say whether any of the Jashari family members are willing to become part of the presidential race.

But he emphasized that a name from the ranks of Commander Adem Jashari's family would be the only one who could reach consensus for the position of head of state, a solution for which, based on the Constitution, must be found by March 4th at the latest.

"This is a consensus of political parties (the issue of the president). So far, the only names that have automatically caused a positive reception, an automatic consensus in our society, is a president from the Jashari family... I cannot speak about this. You have to go there and get the answer, I am not here to assume..", emphasized Konjufca, after the end of the press conference held together with the Minister of Foreign Affairs of Albania, Elisa Spiropali, who visited Kosovo on Wednesday.

So far, the intention to secure another term as head of state has been expressed by the current president, Vjosa Osmani, whose term ends on April 4. To officially be a candidate in the presidential race, Osmani must have the signatures of at least 30 members of Parliament. 
She is not sure of this support for a second term, not even from deputies of the Vetëvendosje Movement (LVV), the party that has the majority in the Assembly.

The leader of the LVV, Albin Kurti, stayed in Prekaz a few days ago and said that he met with Rifat Jashari, but did not say whether the president's issue was discussed during the meeting.
Konjufca, speaking in the capacity of the LVV to which he belongs, said that his party did not want to propose a one-sided name for president, as this would "back the opposition against the wall" and did not want to put it "before the accomplished act."

"You are clear that the Constitution has deliberately made a distinction between the election of the Government and the president. The basic idea of ​​those who drafted it, I believe, was that the president could not be elected by a simple majority, so that there would then be discussions between parties. And now I am speaking on behalf of the majority, which is 66 MPs. We are convinced that there is no possibility of proposing a unilateral name and getting the support of the opposition. Maybe we are wrong, maybe we are right, but this is the conclusion, the conclusion is that through a special name we should not support the opposition against the wall. That is, this is it and this is what you should vote for," he emphasized.

And on Wednesday, 10 civil society organizations sought consensus on the election of the president.
Through a letter addressed to political parties, the organizations Democracy Plus, Kosovo Civil Society Foundation (KCSF), Group for Legal and Political Studies (GLPS), GAP Institute, Kosovo Democratic Institute (KDI), Democracy Institute for Development (D4D), Kosovo Law Institute (KLI), Institute for Development Policy (INDEP), FOL Movement and Kosovo Women's Network (KWN) have assessed that the elections, as a result of the failure to elect a president, would not guarantee the functioning of the institutions.

"A president elected by consensus provides stability, ensures the normal functioning of the powers and increases citizen trust in state institutions. Therefore, we call on all parliamentary entities to: engage seriously and responsibly in constructive inter-party dialogue; to place civic interest above party calculations, to contribute to reaching an agreement that ensures full institutional functioning," the letter states.

Regarding the issue of the president, Prime Minister and LVV leader Albin Kurti met separately this week with the leader of the Democratic Party (PDK), Bedri Hamza, and the leader of the Democratic League (LDK), Lumir Abdixhiku. 

Discussions are expected to continue in the coming days, in order to find a solution and avoid early elections.

There are currently six working days left before the constitutional deadline for electing a new president. In the absence of a solution, the country will go to the polls.

In those 2021 parliamentary elections, current President Osmani ran on a list with Kurti and was one of the most voted candidates. She was elected president in April of that year and has made several achievements in foreign policy, from securing new international recognitions to joining the Gaza Peace Board, an initiative launched by US President Donald Trump.

Kosovo held two more elections last year, after the results of those in February 2025 did not allow Kurti - even though his party emerged victorious - to form a new government.
Osmani has not made any public statements following Kurti's meetings with opposition party leaders, but on social media he has made several summaries of the 5-year mandate so far - from visits abroad to meetings with the diaspora.
