Krasniqi's former chief of staff says she did not notice any tendency to favor any company

The former chief of staff of the former CEO of KEK, Nagip Krasniqi, testified in the “KEK 2” case. Witness Anjeta Saraqi stated that she did not notice any tendency for favoritism in KEK, while Isuf Zejne, the accused lawyer, was introduced to her by her former boss as the man he needed for a case at the police.

At the Basic Court in Pristina, in the trial against the former CEO of KEK, Nagip Krasniqi, and two other people, witness Arjeta Saraqi was heard on Thursday, in the case known as "KEK-2".

Saraqi, who was Krasniqi's chief of staff for a time, stated that her former boss introduced the accused lawyer, Isuf Zejna, to her as a person who would help her with a criminal case.

Zejna is accused of being involved in drafting the tender that she later won herself. 
"I met or know the person Isuf Zejna on one occasion when Director Krasniqi received an invitation from the Police and I handed it to him, and there he prepared an authorization for the person in question Isuf Zejna to respond to the letter at the Police...100%. When he was in the office I spoke to him, good morning," said witness Saraqi.

She said she did not notice a tendency to favor any company.

And in one case, when a contract was concluded through direct negotiation in the tender for the repair of the boiler of block A5 of the Kosovo A Power Plant, she said that Krasniqi asked the former head of procurement, Ymer Dragusha, to draft the letter of authorization for him.

"Mr. Dragusha addresses Mr. Krasniqi with a pre-prepared text with a request that Mr. Krasniqi address the same text to Mr. Dragusha," said the lawyer of the accused Krasniqi, Virtyt Ibrahimaga. 
Witness Saraqi claimed that she remembers this event.

"Yes, I remember him telling me to prepare the letter for me about what I need to do and for me to sign it, if that's what it comes down to. Prepare what I need to do to authorize you to move forward," she said. 
Krasniqi's lawyer, Vyrtyt Ibrahimaga, confronted the witness with an email asking her if this was the text of Dragusha's authorization.

"I don't know if this is the text or another text, but I know why the letter was prepared, and that it was signed and then forwarded to Dragusha," Saraqi replied.

When answering the trial panel's questions, Saraqi said that Krasniqi and Dragusha had good relations with each other and met together on a daily basis. 
In this case, Dragusha has reached a plea agreement with the Special Prosecution Office, agreeing to a two-year suspended sentence.

Special Prosecutor Fikrije Fejzullahu has proposed that he be heard at the trial as a cooperating witness for the prosecution. The defendants' defense attorneys have not opposed the proposal.

According to the indictment, Nagip Krasniqi in his capacity as the Chief Executive Officer of KEK, Ymer Dragusha in his capacity as the Acting Director of the Procurement Office, and Isuf Zejna, as a representative of the company "Rexhepi Zeqiri Zejna LLC", are accused of having caused damage to the state budget of approximately 37 million euros through their actions.

Krasniqi and Dragusha are also accused of having provided illegal benefits to the companies "Monting Energjetica" and "Litwin SA", which were declared irresponsible in the open procurement procedure that was announced earlier.
