The acting Prime Minister, Albin Kurti, who is also the leader of Vetëvendosje, has invited the leaders of PDK, LDK and Alliance to a meeting. Bedri Hamza and Lumir Abdixhiku have responded positively to the invitation, while Ardian Gjini has rejected it.
The second and third parties in power in the parliament have gathered their leaderships to respond to the invitation of the acting Prime Minister and Vetëvendosje leader, Albin Kurti, for a meeting.
After the meeting on Thursday, the leader of the Democratic Party of Kosovo, Bedri Hamza, said that the country is being harmed by the dysfunction of institutions and as a result, the situation must be treated seriously, starting from the invitation that he received, which, according to him, was not sent as it should have been.
However, the PDK chairman said that he accepted the invitation of his counterpart from Vetëvendosje.
"I returned the letter that the PDK is ready to meet tomorrow at 9 am in the Parliament premises," he said.
Hamza said that PDK's priority will not be discussing positions.

Kurti again invites party leaders to a meeting
"I will behave in a responsible and institutional manner. I am not against having meetings, but before we talk about positions, I have said and I repeat again that the priorities, the vision for the future, the program, addressing the challenges that Kosovo has are very important. If there is no agreement on these, it is not the intention of PDK to have a certain number of ministries, to have a speaker of the assembly, the president or whatever," said Hamza. "The invitation must be sent in the manner required by the order to be sent by the chairman of the party with the largest number of seats secured in the Assembly of Kosovo and to be held in the premises of the Assembly of the Republic of Kosovo."
Meanwhile, in a press release, PDK announced that its leadership has decided that any initiative aimed at making institutions functional "deserves to be heard and evaluated responsibly, therefore chairman Bedri Hamza will respond positively to the invitation to participate in tomorrow's meeting, to hear what concrete solutions Kurti offers to overcome the institutional crisis."
"PDK reiterates that the constitutional and political responsibility for the formation of institutions belongs to the party that came first in the elections. For this reason, it expects Mr. Kurti to present his plan for the creation of institutions and securing the necessary majority. Any further development will depend on the seriousness of this process, respect for the constitutional order and the willingness to offer concrete solutions in the interest of the Republic of Kosovo and not on political calculations or attempts to distribute responsibility to the opposition," the PDK statement said.
The leader of the Democratic League, Lumir Abdixhiku, has also confirmed his readiness to meet with Kurti.
"I will respond positively to the invitation. Let this be a first meeting, I will try to meet with the leaders of other parties to understand their positions. We express our willingness for LDK to be an active part as much as possible, within the principles and values it represents, towards the formation of new institutions", Abdixhiku emphasized after the meeting of the LDK Presidency.
The leader of the Alliance, Ardian Gjini, did not invite the leadership for a discussion, but published the letter he returned to Kurti.
It indicates, based on the content, that the meeting request has been rejected.
"The Alliance is ready, without conditions or personal demands, to assist in establishing a quorum for the election of the president, if the mandate holder for the formation of the Government accepts the six points of our offer. This offer aims to push forward the economic development of Kosovo, strengthen the country's international position and, at the same time, not send the country to elections once again. Having our clear and principled position, we do not see the meeting necessary," Gjin's letter states.
A week ago, Gjini said that the Alliance would contribute to the functioning of institutions on the condition that the winning party accepts its six conditions. These are “Strategic orientation and American gas: Immediate acceptance of the American gas project as a project of vital importance for the long-term orientation of the state; Energy independence: immediate initiation of procedures for the construction of a coal-fired power plant; Facilitation for small businesses: immediate raising of the VAT threshold from 30,000 to 100,000 euros; Support for agriculture: full exemption of cultivated land from property tax, in order to encourage land cultivation and direct support for farmers. Infrastructure budgeting: full budgetary financing of vital infrastructure projects in Kosovo; and Emergency Fund for the capital: allocation of 800 million to 1 billion euros for Pristina”.
During the presidential discussions in March and April, before the June 7 elections, Kurti never invited the leader of the Alliance, who at the time was Ramush Haradinaj, to meetings. And the meetings with Hamza and Abdixhiku did not produce any results, which is why the country went to early elections on June 7.

From these elections, the winner was VV with 53 MPs, followed by PDK with 22, LDK with 18 and AAK with 7.
Meanwhile, political experts have said that meetings between party leaders should be transparent and include discussions on all three institutions, the constitution of the Assembly, the formation of the Government, and the election of the president.
According to analyst Mehdi Sejdiu, the invitation of the acting Prime Minister, Albin Kurti, is a good step to start the process that should culminate in the election of the holders of the institutions.
"Last time they negotiated and participated in meetings continuously until, after many negotiations, no name was discussed or proposed for president. So this time we hope they will be clearer and I believe they owe it to their voters, but also to the citizens of Kosovo in general, to speak a little more openly about the president," said Sejdiu.
And according to analyst Ramadan Baraliu, the formula for success includes discussions for all three institutions.
"The most ideal solution would be if at this stage the political entities sat down and created a kind of map of the further journey. In the sense that they would eventually agree on the expansion of the governing coalition, and in this context, they would also agree on the election of the president," said Baraliu.
Unlike the invitations to meetings held in March and April on the president's issue, Kurti also invited the Alliance chairman for a meeting, who declined.
Sejdiu says that the involvement of this party could be crucial in providing solutions.
"Unlike last time, we also have the invitation to AAK, which was somewhat overlooked in past rounds of negotiations for the presidency due to their small number, but this time it could be factored in again if we have a scenario where LDK cannot guarantee all the votes of its own MPs," said Sejdiu.
