On Thursday, the citizens of the four northern municipalities received the first electricity bills distributed by the "Elektrosever" company. Although Deputy Prime Minister Besnik Bislimi stated at the end of January that 20 invoices were distributed, such a thing did not happen on the ground. Invoicing of citizens was done only for the month of February, even though the registration of energy expenses started on January 1 of this year
Two months after the beginning of the registration of the electricity that citizens spend in the four northern municipalities, the "Elektrosever" company has started distributing invoices.
In an invoice issued by the "Elektrosever" company, it is written that it has been pre-calculated for the energy consumed during the month of February, but it has not been clarified what happens to the expenses of the month of January.
The invoice is in Albanian and Serbian, and the expenses are calculated as a flat rate of 20 euros, and 1 euro and 60 cents, or 8 percent of the value added tax.
However, a month ago, Deputy Prime Minister Besnik Bislimi stated that bills were distributed in the north, even though such a thing had not happened on the ground.
"Over 20 bills were distributed in the north for energy consumption during the month of January. The second piece of good news is from an institution that has had negative deviations in ENSO for years. KOSTT is being criticized for making positive deviations, but we still have the unfulfilled problem of the release of interconnection lines, we also still have the unfulfilled issue of KOSTT's accumulated debts. I think that here we need a more principled attitude of the mediator so that these are resolved as soon as possible", Bislimi stated.

"Elektroseveri" starts billing in the four northern municipalities
A week ago, the company started an information campaign for the citizens of the north, informing them at the beginning of March that they will receive their energy bills.
The company "Elektrosever" is licensed for the electricity supply and billing of the municipalities: North Mitrovica, Leposavic, Zveçan and Zubin-Potok.
Flat-rate billing has started in the absence of electric meters, which are expected to be installed during the month of March.
For them, KEDS, as the authorized operator for network extension in this part, foresees that the first phase of placing the meters will be done with an initial investment of this company, while the second one will be funded by the European Union.
"Elektrosever" has also been asked to open electricity payment centers in multi-ethnic neighborhoods.

Unlike KESCO, which supplies the rest of Kosovo and whose tariffs are regulated by the Energy Regulatory Office, the "Elektrosever" company will set its own tariffs for residents of municipalities with a Serbian majority.
In an answer to KOĖNA, ERO has confirmed that "Elektroseveri" can set the price of electricity tariffs by itself, without the permission of the Regulator, based on the Brussels Energy Agreement.
"In the license issued by ERO for 'Elektrosever' there is no obligation to provide services within the Universal Service, therefore 'Elektrosever' has no legal obligations to submit to the regulation of tariffs by ERO", it is said in response.
The current tariffs set by ERO and valid at the state level, excluding the North, are 3.34 to 7.79 cents per kilowatt for those who spend less than 800 kilowatts per month, while for those who exceed the block tariff, the kilowatt more after that you are billed from 6.81 to 14.45 cents.

Since the end of the war, residents in the municipalities of North Mitrovica, Zveçan, Zubin-Potok and Leposaviq have not paid for the electricity they used. The System, Transmission and Market Operator - KOSTT was responsible for providing electricity to the residents of the north. After the licensing of "Elektrosever" by ERO, this company has the task of supply, billing and debt collection.
Until 2017, the cost of this energy was paid by the citizens in the rest of Kosovo, while from this year it was paid with their taxes through the Government and KOSTT.
