The assistants at the Faculty of Medicine who are waiting to be promoted to the position of professor, protested on Tuesday morning against the dean Suzana Manjhuka - Kërliu, for partial compliance with the regulation "on personal income of academic staff, allowances according to functions, compensations the other at the University of Pristina".

The new regulation approved by the Governing Council of UP in September of last year, foresees the rate of hours for the academic staff.

At the time when the University of Prishtina has already started the first steps to announce competitions in academic units, the assistants have said that the requests of the departments for opening new positions for assistants and assistant professors have not been taken into account.

They indicated that the faculty chairs have requested that a competition be announced for up to six positions, but the Faculty Council has decided to open less than four positions.

As KOHA has learned, for some of the chairs, that of Dental Prosthetics, Anesthesiology, Social Medicine, Anatomy, Internal Medicine, Biochemistry, Pediatrics, Oncology, Nursing, Pharmacy, it has been decided to open the competition for only one position. Competition for four positions has been opened only in the Department of Physiotherapy.

According to the assistant in General Medicine courses, Driton Vela, this is penalizing their advancement. He requested that the new regulation be respected, and the number of student groups be increased, and as a result, competitions for professor positions be increased in all departments.

Vela has said that the operation with only two divisions of groups reduces the quality of learning.

"The new regulation determines that in a group in General Medicine the number of students is up to 50, while we have 200 students, therefore the number of groups should be doubled, on the other hand from October 1, 2022, the lesson is being held actually illegally with two groups", said Vela.

Assistant in Dentistry subjects, Sokol Krasniqi, has accused the dean of abuse of office. He said that Manzhuka-Kërliu disregards the regulation only when there are clan and clientelistic interests.

"Practice so far has shown us that the regulations and the statute by the current management of the Faculty of Medicine were made on the basis of clan and clientelistic interests, without merit", he said, adding that they will also hold a protest in front of the Rectorate. "We made the announcement and then, in the absence of reflection, after we had constant requests, every time we fell on deaf ears, which means that we were never met by the management, we were never accepted by the dean's office for these concerns that started a year ago. and we will continue in the rectories as well".

And, the deanship Manzhuka-Kërliu told KOĖNA that the new regulation is contrary to the accreditation that the faculty's programs have undergone.

"The Faculty of Medicine has reacted to the personal income regulation approved at the end of September 2022 by the previous constellation of the Governing Council, about which the Faculty of Medicine was not notified in advance", she said "FM has reacted to a part of to this regulation that deals with the way of holding lessons in groups. According to this regulation, the lesson must be held for up to 7 groups, which is contrary to the way of declaring the FM lesson in the case of re-accreditation last year. So, last year FM reaccredited the program of General Medicine and Dentistry with two groups of lectures", she said.

Even in the document provided by KOHA, the State Quality Council (KSHC), qualified that the regulation does not comply with the accreditation standards.

"When higher education institutions change their internal regulations, they must take into account the accreditation period and adapt their regulations to the accreditation conditions. Otherwise, the institution must undergo re-accreditation", says the KSHC's response to the Council of the Faculty of Medicine in November of last year.

The Chairman of the Governing Council, Altin Sahiti, said that they are analyzing the regulation after the opinion given by the State Quality Council.
