With four failed calls, the Ministry of Culture has returned to the attempt, the fifth time this time, to restore the monument in the center of the capital. “Residential House – Musli Hoxha” on “Luan Haradinaj” Street in Pristina is an uninhabited house, half-collapsed due to poor statics and also a dangerous object. After the triple failure to restore the two-story building on "Luan Haradinaj" Street through a public call for about 120 thousand euros, the Ministry changed its "tactics" in March of this year. It included the monument in another tender along with several other cultural heritage assets, increasing the monetary value of the work to be carried out.
This monument is under permanent protection as a cultural heritage asset. In March, the public call was titled “Restoration and conservation of the Musli Hoxha residential house in Prishtina, the Lord's Mill in Smrekonica, Vushtrri and the Tower of Astrit Kryeziu - Tosun Bey in Gjakova” with a monetary value of 260 thousand euros, but as when the call was only for this monument, there were no companies interested in dealing with this monument in the group. At that time, the management of the Ministry of Culture told KHOHA that the value of 120 thousand euros was too small to have interested companies. But now they are trying again with that value.
"It is a monument under permanent protection and we must constantly try to restore it. It has its own specifics, but we hope to succeed," the Ministry of Culture told KHOHA.
The previous management, along with part of the current management, are aware that a multi-story building has been designed for that area. KOHA has reported on this since last summer.
Since June 2016, along with 12 other cultural heritage assets in the capital, it was included in the List of High-Risk Objects. And, on the first day of February 2017, the Municipality of Pristina surrounded it with tape, blocking walking in its vicinity. Later, it was also surrounded with sheet metal. Now the building only has pillars that hold it up. The tapes have been removed. The troubles with this monument are old.
The Hoxha family had constantly insisted that the state find a solution to their housing issue. The house, built in 1927, does not offer conditions or security for them, as its walls are cracked and the front part is leaning towards the street.

KOHA has learned that there is also a problem regarding the ownership of the building. One of the heirs of the house, a professor at the University of Prishtina, told the newspaper in 2019 that she does not want to be named and will not speak about the situation until the case is resolved in court. She said that if the state has an interest in that house, a solution should be found for the family members.
"Now we are waiting for the court to give us a solution," she said. This was based on the Law on Cultural Heritage. At that time, the building only had temporary protection.
"Objects included in the List of cultural heritage for temporary protection must be under temporary protection for one year. The right to compensation for any financial loss is transferred to the court if the object is not under permanent protection after one year. Such compensation is assessed by an independent commission established by the Kosovo Council for Cultural Heritage", is written in point 6 of Article 3 of the Law on Cultural Heritage.
Based on this article, the family took the case to court. The family requested a reassessment of the house from the MCYS in 2017.
"The family has requested the Ministry of Culture in May of this year to have the house re-evaluated. At the moment the re-evaluation is done, the family should be given the report and the decision. It is being listed every year and we are being held hostage. The status of the house must be known and the Ministry of Culture must be told what will happen," said the representative of the Hoxha family.
According to her, if the MCYS wants the house to be a monument, it should negotiate with the family for a solution.
"We are out of the house and we can't pay rent and the house is listed every year. Let them tell us the price and we will see the possibility of selling it, since we are paying rent," she had said. She had asked to be contacted regarding this matter.

Triple failure to restore dangerous monument between Pristina
The Director of the Directorate for Security and Emergencies in the Municipality of Pristina, Lulzim Fushtica, told KHOHA in June last year that it is good news that this building will be intervened in, as the Municipality is deprived in such cases when it comes to cultural heritage assets.
“At least one of the many buildings that are under protection and pose a risk is in the restoration process. We hope that it will continue with other monuments, such as the First Albanian School,” Fushtica said. According to him, the monument “Residential House – Musli Hoxha” also has ownership problems and is in a court dispute. “This aspect has also posed a problem,” he said. The monument that is now part of the List of Cultural Heritage under Permanent Protection is the only one in that area with this status. Those who deal with cultural heritage are divided regarding the values of the building.
