"Adriana" theater program two years hostage to restoration plans

The "Adriana" Theater in Ferizaj is in need of restoration interventions. It has been requesting this for a long time. But at the same time, it is a hostage to the restoration attempt. This year, they have not been able to have a proper work plan. Warnings about possible restoration have influenced not to make big plans, because the space was expected to be transformed into a workshop. But this situation does not seem to have an epilogue soon. 

Next year is also a hostage to the restoration, which is not known when it will begin. The procedure for hiring the construction company is the new problem. And the theater management has no information about the situation, despite the fact that the works will take place there.

"In Ferizaj, this theater, the 'Adriana' theater, will have 1.2 million for the project that will start very soon," said the current acting Minister of Culture, Hajrulla Çeku, to the citizens of Ferizaj on January 9th. At what was a meeting of the Government with citizens, titled "From the promises of progress", Çeku said this accompanied by the current acting Prime Minister, Albin Kurti, and part of the government cabinet.

But the pledge has not begun to be fulfilled even ten months later.

"We don't even have information about what is happening, except that we know that there have been complaints from companies that were not chosen to implement the project, and this is the worst," said the director of the "Adriana" theater, Fatmir Hyseni. 

Five companies applied in the open public call in April of this year. Three were eliminated, while of the remaining two, the MCYS decided to award the tender to the company “Toni OP; NNP ATC COM Sh.PK” from Malisheva for 1 million and 187 thousand euros. The estimated value of the contract was 1.2 million euros. But the company “Eing Com Sh.PK” has filed a complaint with the Ministry of Culture, requesting a review with the claim that they were eliminated without having any basis for such a thing. The elimination was made because, according to the MCYS, there was a discrepancy in the presented staff of employees, where in one case the contract was not signed, in another the employee's profession declaration differed from the employment contract with him and in several other cases. After the MCYS rejected this complaint, the company appealed to the Procurement Review Body. The phase of handling the complaint has gone up to the review by the expert.

"The review expert, after analyzing the reasons for the elimination of the complaining economic operator, assesses that the claim of the complaining economic operator that we were eliminated for purely technical reasons for which clarifications may be requested...", the report states. Expert Florije Rexhepi recommended that the case be returned for reconsideration. 

"Based on the above-mentioned clarifications, the review expert proposes to the review panel that the economic operator's complaint be approved as well-founded, the contract award notice for Lot 1 be cancelled and the case be returned for re-evaluation," the conclusion states. The situation will remain suspended until the decision of the review panel of the Procurement Review Body.

"We have been held hostage this year, because due to the waiting for the renovation, we have only worked on two shows so far," said director Hyseni. As for next year, it is difficult to make plans. 
"We don't have any other space. While we're waiting for the renovation, we can't make plans for four shows a year. The idea is to move with the shows we have in the repertoire now and possibly realize a smaller project that is an easier production," he said. 

Hyseni reiterated that they do not have a plan for developing activities during the renovation of this monument. 

"Ferizaj has a lot of problems with halls. It is not known exactly when the works will begin. We need to look at an alternative, some cooperation with Gjilan or Shtime. There is also the option of a chamber theater," said the general director of this institution, Fatmir Hyseni.

He explained that several meetings were held during the preparation of the restoration project. 

"We have requested that the basement be expanded and this may be possible. Behind the Theater, there is expected to be an increase in space to have more space for the fundus. Everything is touched in the theater from the installations and beyond. The acoustics will also be worked on. I believe that the amount is sufficient to make a very good restoration," said Hyseni. According to him, the size of the stage will not be affected. It has dimensions of 12 by 9 meters. He explained that regarding the number of seats for spectators, there will be a reduction from 240 to 200.

KOHA has reported that the city theater of Ferizaj, "Adriana", as a building from the 20s, has undergone several interventions. The last one was done about 15 years ago. The need for interventions to make the building more usable is long-standing. 

But while the planned amount for the intervention is 1.2 million euros, the MCYS has only foreseen 200 thousand euros for this year according to the Law on Budget Allocations for this project. According to this law, 500 thousand euros have been foreseen for the next two years. The MCYS has not provided clarifications on which lines the budget will be used from if the works are completed this year, or the plans are to work for more than two years. The “ODA” theater in Pristina was also included in the same tender. The work was entrusted to the group of operators “NN 100 Design” and “Termoizolomi” for 1 million and 154 thousand euros. Two other companies have been eliminated and two of them have been declared unsuccessful in this procurement procedure. 
KOHA reported that despite the procurement procedure, the MCYS does not have a budget line directly dedicated to this space. In the Law on this year's budget, 1 million euros are included for the renovation of cultural facilities. The MCYS has not responded as to which budget lines will pay for the implementation of this intervention.
