Pristina, June 27 - Ignoring some of the recommendations from past audits, not planning expenses in adequate economic categories, not justifying the projects of non-governmental organizations at the scheduled time, the practice of concluding contracts without recruitment procedures, are some of the findings of the auditors. for the Ministry of Culture, Youth and Sports for the past year.
In a total of 44 pages, the Audit Report for the financial year ended on December 31, 2018 has evaluated the one-year work of the Ministry in an effort to "strengthen accountability in the Public Administration".
Among the main remarks, with which the Report of the National Audit Office opens, is that MKRS during the past year had made payments in the amount of 390.455 euros from inadequate economic categories.
An identified problem is the payment in the amount of 273.913 euros to the workers engaged for field work by the Archaeological Institute of Kosovo, which, as stated in the report, was made "according to regulation no. 01/2009 for the payment of workers in the field, which is abolished by the decision of the Government".
About 153.864 euros is the amount of subsidies given that have not been justified by their beneficiaries, although the project holders are obliged to justify the expenses realized within 30 days.
As a matter listed for "qualified opinion" is the decision of the Government of Kosovo, based on the Brussels Agreement of 2015, that 31 members of the illegal structure called "Civil Defense" were assigned to different departments of the MKRS in north of the country. "For these officials, MKRS has not provided any evidence, such as work continuity or reports on work performed during 2018. Salary expenses during 2018 were 163.363 euros," the report states. Although the value of capital assets in MKRS is 33.066.055 euros, this institution, according to the auditors, has not made progress in terms of identification, assessment and registration of its facilities and properties.

In the part for budget planning and implementation, the auditors found that during 2018, MKRS spent 90 percent of the final budget or 29 million 952 thousand 621 euros, with a decrease of 6 percent compared to 2017.
The auditors have found that the final capital investment budget of MKRS was reduced by 7 million 954 thousand 902 euros compared to the initial budget. This was as a result of transfers to other budget lines in the amount of 2 million 878 thousand 528 euros and the reduction by decisions of the Government in the amount of 5 million 76 thousand 374 euros. Thus, the budget for capital investments of MKRS turns out to have been reduced from 22 million 328 thousand 606 euros to 14 million euros, of which only 12 million 692 thousand 732 euros were spent.
