Last week left us with a decision, which should enter the annals of the Kosovar judiciary after the last war. Believe it or not, the Court of Appeals has overturned the first-instance decision in which all the accused in the case of fake veterans were acquitted of the charges "for lack of evidence". I hope that in the retrial the Foundation will issue a meritorious decision that would even slightly mitigate one of the biggest damages caused to Kosovo after the war, when the real veterans were equated with the fraudsters extorting the budget

The week started smoothly. Of course, how different when even last Monday was an official holiday. We have two more weeks of this kind of abuse left - today we have already entered the long weekend that will end on Wednesday, when at least, we know for sure, the banks will reopen.

And, only if the money starts circulating, then the salaries will be paid. Of course, I am talking about the private sector. Because that public has probably already received their salaries earlier for May 1 and Eid, together - why don't they have a problem with bad debtors?

It continued just as quietly, except for the north of Kosovo and the consistent attacks on police patrols. Even this week there were several attacks - it became a daily routine. As long as no one is being killed, it's not like anything more is being done to stop them. Because if something had been undertaken by the Government, surely after two hours the EU would have been notified to say that the local Serbian population should not be provoked.

It is likely that the attacks are the result of the blocking of a dozen "alternative" roads, which the Serbian representatives call "illegal", and which the government calls "illegal", through which goods are smuggled into Kosovo. So, a practice well established in the last 20 years can hardly be broken, but it certainly cannot be broken without trying. Therefore, it is good that the roads are blocked, but it would also be good to think that the policemen who are exposed day by day and who do not turn out to be corrupt should be provided with basic working conditions.

Yesterday, in the Parliament, Minister Sveçla stated that the Police was facing a lack of uniforms and weapons, because the PRB has not been active for over a year now. So, there is no body that should decide if there are violations or not in the tenders announced by the government departments. The PRB actually blocks the circulation of money and then you know the story: the debts go on a chain and the whole of Kosovo enters the vicious circle.

But PRB is not the only problem.

It is also the health insurance for the police officers and for the entire population of Kosovo that has been talked about for 15 years and the assessment is to be realized. The departure of Arben Vitia from the post of minister has not brought about a qualitative change in the health management of Kosovo.

The arrival of a famous doctor with a great sense of humor has not brought positive changes in this department. In recent months, we have witnessed the visits made by the minister to different countries, but the visits he made to health institutions in Kosovo are few (or that they were not reported).

But what was reported was a meeting held on April 28, which had the title in English (sic!) - "First Retreat of leadership of Health Care of Kosovo" - which sounds like a "Strategic Retreat" of the leadership of Health of Kosovo, where the issues would be discussed and an action plan would be approved on how to proceed.

However, what really impressed me was a "slide" that circulated from this meeting and was probably written by the minister himself (I leave the text with language errors, as the photo was seen): "Transformation of Kosovo's Health Through , Individual and Collective Awareness, Innovation, Cooperation and Love for Memdhe.

Minister Latifi expressed his love for his motherland to the doctors like this: "...I need to love Kosovo a little more. When you wake up in the morning say 'oy Kosovo', if you haven't heard that song 'oy Kosovo, my nana' learn it. We should all do this...”

If learning the song really gives us love for Kosovo, then I am taking it as an obligation that I am the first to learn the lyrics of the whole song (with all the trouble I have to remember the verses) and plus I am practicing it the whole company had no ear for music, so we could sing it instead of the anthem - after all, our anthem has no lyrics anyway.

If in this form we manage to overcome the gap we are in, then it is worth it. If for nothing else, to ensure a normal health service in Kosovo, where we will not be forced to pour money into Turkish hospitals for operations that can be performed here. It is known for sure that the debt that Kosovo has towards Turkish hospitals is over 2.5 million euros, and what is supposed to actually happen is that the debt is even five times larger. This is because of the scheme of healing abroad that has had more important treatment than the creation of the Health Insurance Fund, of the type we had before the collapse of autonomy.

Perhaps the first ones who should learn and sing this song are those who swear and sneer in the Assembly. Those who tired us for two weeks with the issue of the investigative commission - no procedure, no anger, no proposal, no signature... and in the end it turns out that in fact no one has this issue of the investigative commission... with they are probably afraid that if they go too deep into the cabbages, crocodiles will come out so big that they will swallow even quite a few of the initiators for the formation of this commission.

If there are suspicions that there have been misuses, and if there is evidence that this happened, the address to go to is the prosecutor's office. Finally, the investigation commission of the Assembly does not have sanctioning power, and the prosecution even has the possibility to investigate and file a lawsuit for a case that must be decided by the court.

In the decision that KOHA informed on Tuesday, it is stated that the Basic Court made at least 15 mistakes when it decided to release the accused: Agim Çeku, Nuredin Lushtaku, Sadik Halitjaha, Shkumbin Demaliaj, Qelë Gashi, Shukri Buja, Ahmet Daku, Rrustem Berisha, Faik Fazliu, Smajl Elezaj and Xhavit Jashari - for abuse of position or official authority.

According to the Appeal, some of the accused did not agree at all to testify during the trial, but in the stages of the investigations they gave evidence to the Prosecutor's Office. These testimonies were not admitted as evidence and this was a mistake. In the following, the Appeal considered that the Foundation relied on the wrong law when it made the decision.

Perhaps one of the most powerful reasons why the first-instance judgment was overturned was the fact that Themelorja did not deal with the 19.500 applications identified by prosecutor Elez Blakaj, but only dealt with the list of names. To show how serious this work is, the Appeal instructs the Foundation to access each file separately, to ascertain whether the conditions have been met and who signed the documents. In the end, he instructed the court to take into account the audio recordings from the commission meetings, which in fact best revealed how and to whom the veteran's status was recognized.

I wish that the Foundation will take into account all these instructions and issue a meritorious decision that would mitigate at least a little one of the biggest damages that have been caused to Kosovo after the war in terms of the denigration of real veterans by equating these with fraudsters, as well as from the financial aspect, when the budget had to allocate many millions for the pensions of those who did not deserve them.

It is unlikely that there will be any very interesting developments next week, because the working week will start, for some on Wednesday, and for some, maybe on the following Tuesday, because it is necessary to celebrate Europe Day with this expense. . Or maybe we will be surprised and the Assembly will decide to work and bring something to light, which has nothing to do with their wages and transportation expenses.

But let these four days rest for once, because they are very tired signing salary lists and beating the tables. Good luck to them!
