Can you? No you can't! Why can not? And when can you?

Examples from countries with consolidated democracies on the role of heads of government in determining political positions - and the resistance of ministers, which can sometimes be positive, but not always.

1. Germany

Article 65 of the German Constitution talks about "Richtlinienkompetenz" of the chancellor. This is one of those long German words that would take a novel to explain. Short: "Richtlinienkompetenz" (in English: policy-making power) means that when a minister has a different opinion, the chancellor has the power to impose his or her opinion with a directive and for this he or she bears "political responsibility" . Of course, the chancellor should not use this directive arbitrarily, but this is unlikely to happen in Germany because no one becomes head of government by chance.

There was a deep conflict between Chancellor Angela Merkel and the Minister of the Interior, Horst Seehofer. The latter said in 2018 that even the chancellor's directive power will not prevent him from not allowing the entry of refugees at the border. Since Merkel and Seehofer are politicians who, after all, value the country's political stability very highly, they have reached a truce. Relations between them are now relatively good. Merkel has realized that if what happened in 2015 happens again, that is, the almost uncontrollable entry of almost a million refugees, then she has no political future. Sometimes the resistance of one or several ministers can be good to return the political resonance to the head of the government.

In the case of Kosovo, the conflict between the Prime Minister and the previous Minister of Internal Affairs was planned. The former minister has never hidden his opinion that this coalition is wrong, even now he is speaking even more openly: "Albin Kurti knew that I do not submit to any of his requests". What was his role in this government then? Why did he join this team against his deep convictions? To make the coalition fail as soon as possible? However, the Prime Minister's haste is not harmless and it also looks like a calculation for the electoral interests of his party. It is too early to say what the effect of this action will be. But some in VV are flying with joy and seeing their party with over 50 percent of the votes in the parliamentary elections, which are not known when they will be held.

For the LDK, in any case, the latest development is a lesson: the prime minister with the aura of the prophet, which the militants have built for him, but also his sharp rhetoric with populist elements, can be demystified and the ministers from the ranks of the VV can only be challenged with new and powerful personalities within the LDK, who receive tens of thousands of votes. There are many people in Kosovo who see the VV as unpredictable, therefore dangerous, but still support it because of the indolence of the LDK.

Currently there are several LDK and it is not known when this battle will end. The current chairman is a temporary solution and cannot be more than a moderator between the parties. In such cases, the parties call extraordinary assemblies and whoever has an interest measures his political power. The current chairperson of the conservative German CDU party, when she noticed that she was unable to manage the party, announced her resignation and a new congress, scheduled for April, but now postponed to another date due to the corona virus, will elect the president or the new president.

In Kosovo, there is a possibility (and a risk) that on March 19, 2021, Isa Mustafa will be the head of state and Hashim Thaçi will be the prime minister. Or Albin Kurti with the pose of the Kosovar Napoleon will say: "I was right". Kosovo's political casino is an arena of surprises and often cannot be rationally explained let alone predicted. Ramush Haradinaj will be always ready to "sacrifice" in this tollovi. The people always need their governing skills.

2. Switzerland

Seven ministers, one thought. This is the working principle of the Swiss government. Four parties are represented in the government: social democrats, liberals, Christian democrats and the right party SVP. Decisions are made by majority, that is, if 4 ministers have voted for an issue and 3 have been against, then all of them, even those 3 overvoted, must defend the government's position in the opinion. This sometimes causes quite interesting situations. For example: a party may be against the law banning smoking in restaurants, but since the government has decided otherwise, then the minister from the ranks of this party must represent the opinion of the government and not of his party.

There are even more absurd situations, but for the political health and stability of Switzerland they are nevertheless positive: a party collects signatures and makes possible a popular referendum on the suspension of the agreement with the EU, which allows EU citizens to looking for work in Switzerland. The government insists that the agreement be respected. Consequently, even the minister from the party demanding the suspension of the agreement publicly defends the government's position, even in the referendum campaign. This working method is called "Kollegialitätsprinzip", principle of collegiality.

Many countries are far from this form of democracy, including Kosovo, but the examples can serve as inspiration for the political scene to see how solutions can be found even in difficult political situations. In the Balkans, reaching any compromise is often made impossible by the still great influence of informal networks, of the underground, of "powerful" political figures. It is not to be admired, but it is still an interesting political phenomenon, how the president of Kosovo for more than a decade manages to keep almost the entire political scene of Kosovo against the wall. This speaks volumes for the current quality of the protagonists of the political scene.

3. A team

A government only works as a team that pursues common goals and objectives. Freedom of expression is fantastic, but when you become a minister there is a government program and you cannot show your anger by acting against the program. Every minister should have one interest in mind: the protection and implementation of the governing program and not run after the ideas that appear in the market of political traps in Kosovo. Even the plan to declare a state of emergency is at least related to the fight against the coronavirus. VV may be unpredictable, but in the sport of unpredictability the president of Kosovo is unbeatable, so this also explains the automatic counteraction of VV after everything the president proposes. There is no trust between these two sides, this battle will continue until someone is defeated.

What if the state of emergency is used to settle Kosovo before the act is committed? Some Kosovar soldiers in the north, some Serbian soldiers entering Kosovo, an exchange of fire with a lot of smoke and fog and - good morning! - these are the new borders, now sign the agreement. This is the panic that has gripped the head of VV and his team, but it is not certain if they have accurate information about the "fatal agreement" that the two presidents eventually reached. But the warnings that former diplomats of Bill Clinton's administration are making about a very harmful agreement at the expense of Kosovo, which, according to them, Ambassador Richard Grenell is trying to impose, should be taken seriously. By the president of Kosovo, this diplomat without experience, but influential in the administration of Donald Trump, is skillfully used as an instrument of torture to intimidate political parties, the public and finally to overthrow the government.

The long scissors that the president was carrying in his village a few days ago symbolize Richard Grenell. This duet also has a mission: to excommunicate Europe and present it as incapable of solving the Kosovo knot. The attacks against the EU and the advisers of the French president and the German chancellor, which the president has made in recent days, have been unprecedented in the last 20 years. The Serbian president is more flexible here. He pleases Grenell a little, but in a conversation with Angela Merkel, he says that he is ready to negotiate with Kosovo for the removal of non-tariff barriers. Thus he does not blow up the bridges connecting with the EU. On the other hand: the Prime Minister of Kosovo believes that the problems of Kosovo can be solved with Josep Borelli, who as a Catalan finds it difficult to even go to his village, because he opposes the independence of Catalonia. - Nevertheless, Kosovo is a country where interesting times always reign. Sometimes so interesting that they can seriously damage the mental health of citizens. Even more than the fear of corona.
