GAP: 10 municipalities with maximum score in budget transparency, 6 municipalities without any points

The GAP Institute has estimated that in 2025 there was an increase in the level of municipal budget transparency compared to 2024. 

According to the report "Municipal Budget Transparency Index 2025", which was published on Tuesday, the average score of the Budget Transparency Index has reached 64.5 points, compared to 61 points in 2024. 

This report reportedly shows significant progress in budget transparency at the country level, but emphasizes the need for standardization of publication formats and for strengthening sustainable accountability mechanisms in all municipalities.

"During this year, 10 municipalities have achieved the maximum score of 100 points, while half of the municipalities, namely 19 out of 38, have achieved at least 89.5 points, indicating an increase in the level of transparency in most municipalities. On the other hand, six municipalities, namely Kllokot, Leposaviq, Partesh, Shtërpcë, Zubin-Potoku and Zveçan, have not managed to accumulate any points," the GAP Institute said in a statement.

According to the report, during 2025, a total of 240 budget documents were published, including financial reports and supporting documents for budget policies, as well as the regulation for the allocation of subsidies. 

The most published documents were reportedly those on budget financial reporting, with a total of 133 documents published.

"During the budget planning process for 2026, 119 budget hearings held by municipalities were recorded. Out of 38 municipalities, 28 have organized at least four budget hearings with citizens, one municipality has held three hearings, another two hearings, while one municipality has held only one budget hearing," the announcement states.

Compared to the previous year, it is said that the greatest progress has been made by municipalities such as Obiliq, with an increase of 60 points, Ferizaj with an increase of 52.5 points, and Gjilan with 43.5 points more. On the other hand, municipalities such as Vitia (-35 points), North Mitrovica (-29 points) and Lipjan (-15 points) have recorded significant declines.

The report assesses the level of budget transparency in 38 municipalities of Kosovo through a standardized methodology.
