1. Where to apply for a Kosovo identity card (LNJ.)?
In the Municipal Center for Document Equipment (QPD) you can apply in any QPD of Kosovo, or even outside the office of the QPD (according to article 10).
Procedures or types of application for ID devices:
For the first time, for renewing/changing data, in case of loss/theft or confiscation, damage, expiration of validity, and in special cases even before the expiration.
What is required for equipment with a Kosovo ID?
2. If you are applying for the first time, and you are aged 16-18: (Excluding persons of this age who have acquired the full capacity to act by decision of the competent body)
Must be present in person and accompanied by a parent or guardian.
The applicant brings - presents the following documents in original:
- The original birth extract for viewing and submit one (1) copy for application or if he has a passport of RKS and there is no change of data, he can apply only with passport, submitting the copy of the passport.
- RKS passport as a child (if you have it, in case of loss – police report)
- Payment slip (obtained during application at the counter)
- Decision to acquire citizenship (born outside the RKS and has acquired citizenship)
- The parent or guardian presents his/her valid RKS identification document (a copy).
2.1. Renewal/change of data, loss or confiscation or damage of LNJ., as follows:
- Present the ID, original for viewing and submit one (1) copy, when applying for renewal.
- In case of changing the data on the identity card, the birth extract is also required.
- Police report on loss/theft (translated into official languages)
- The confiscation report (if you don't have it - explanatory/supplementary statement)
- Damaged document - shown (one copy)
- Payment slip (obtained during application at the counter)
3. Application procedure for Letter of Notification from the age of 18, (For the first time, for renewing/changing data, in cases of loss/theft or confiscation, damage, either of Kosovo or of UNMIK, after the expiration of validity, and in special cases even before the expiration of the LNJ.).
You must be present in person and present the following documents in original:
3.1. When applying for the first time for LNJ.:
- Present the original birth certificate in person and submit one (1) copy,
- Payment slip (obtained during application at the counter)
3.2. Application for renewal/change of data, loss/theft or confiscation, damaged
- Birth extract, one (1) copy, (if there is a change of data)
- Present the original RKS identity card/passport for viewing and submit one (1) copy
- Police report on loss/theft (translated into official languages)
- Confiscation report (translated into official languages)
- (if you don't have it - explanatory/supplementary statement)
- Damaged document - shown (a copy is made)
- Payment slip (obtained during application at the counter)
Note: in case of any doubt, original documents should be brought with you and can be verified (if the official doubts).
4. How much does the ID card cost and for how many days is it issued?
- With a regular procedure, it costs 10 euros and is issued for 1-15 days
- With accelerated procedure, 10 + 50 euros, issued for 1-72 hours
Note: Cases that go to the Commission/or the Sector for reconsideration may take more time!
According to UA 05/2018 issued by the Ministry of Interior, the application is also made with an accelerated procedure in these cases as follows;
The letter is processed, produced, and received within 72 hours with a salary plus (+) 50 euros.
Payment is made and the form is filled out.
Also LNJ. is obtained - with an accelerated procedure without an additional fee (without €50) in the following cases:
- medical emergencies,
- official trips, and trips considered to be of interest to the state and institutions, such as in sports, culture,
- and in some other humanitarian, economic cases.
All these procedures/types of application must be proven with valid documents from relevant institutions, as follows:
- Report from the doctor or hospital,
- Certification or confirmation from the highest institution
Withdrawal/acquisition of LNJ. (and who else can pull it off):
- Personally from the applicant, or from
- the legal representative or his authorized representative, from the close family member.
These documents are presented,
- Advance notice (if any)
- Police report (in case of loss/theft after application)
- Identification Document of the legal representative or his authorized representative
- Proof of legal representation from the competent body
- The identification document of the close relative, as well as
- Birth certificate/marriage certificate, other proof of family relationship.
Note; The letter of notification is stored/kept in the QPD until it is withdrawn by the applicant, - until the expiration of its validity period.
The procedure for obtaining a passport of the Republic of Kosovo according to the Ministry of Internal Affairs Administrative Instruction No. 06 / 2018
Application procedure for passport equipment for persons under the age of 18:
The applicant must be present in person at the Center for Equipment with Documents accompanied by the legal representative (two parents/guardians) and must submit the following documents:
- The original extract or its copy for viewing for the applicant under the age of 16;
- Valid identity card of the Republic of Kosovo for applicants from the age of 16;
- Original passport for viewing, in case of renewal. In case of changing the data in the passport, the extract is also required;
- The original police report/certificate or the notarized copy of the original, in case of loss/theft. If the report is in a foreign language, it must be translated into one of the official languages;
- Confiscation report if the passport is confiscated abroad. If the report is in a foreign language, it must be translated into one of the official languages. If you do not have the report, the applicant/parent/guardian is given a supplementary/explanatory statement;
- Proof of the identity of the parents (identity card or passport), at least one parent must possess a valid ID card/passport of the Republic of Kosovo;
- If one parent is missing, the original authorization and stamped by the notary, or by the court, or the notarized copy of the original is required. If the authorization is in a foreign language, it must be translated into one of the official languages.
- With the exception of subsection 1.1.7 of this article, in the event that one parent is unable to authorize the other parent due to health reasons and that is proven by documentation from the relevant institution, only one parent can accompany the applicant;
- If one parent is deceased, the applicant is accompanied by the other parent. Death is evidenced by the death certificate;
- If the parents do not live together, a decision on custody is required from the court or consent from the Center for Social Work;
- If the applicant's parents have been released from Kosovo citizenship, they must provide documents for their identity;
- If the applicant was born in the Republic of Kosovo to parents with foreign citizenship, while the applicant has acquired the citizenship of the Republic of Kosovo, the parents must present proof of their identity as well as the citizenship decision for the applicant
- Proof of payment of 20 Euros (which you receive during the application at the counter)
Exceptions to this procedure are persons under the age of 18 who have acquired the ability to act according to the decision issued by the competent body.
Passport withdrawal for persons under the age of 18 can be done by one parent/guardian without the presence of the child by proving the following documents:
- Identification document of the parent/guardian
- Extract from the RQGJC of the applicant;
- Applicant's preliminary passport;
Passport withdrawal for persons over 16 years of age can be done in person by the applicant presenting a valid ID.
Application procedure for passport equipment for persons from the age of 18:
The applicant must be present in person at the Center for Equipment with Documents and must submit the following documents:
- Valid passport of the Republic of Kosovo at sight;
- The original passport for viewing for the application, in case of renewal or change of data in the passport;
- The original police report/certificate or the notarized copy of the original, in case of loss/theft of the passport. If the report/certification is in a foreign language, it must be translated into one of the official languages;
- Confiscation report if the passport is confiscated abroad. If the report is in a foreign language, it must be translated into one of the official languages. If you do not have the report, the applicant will receive a supplementary/explanatory statement.
- Proof of payment of 30 Euros (which you receive during the application at the counter).
- For pensioners it is 15 Euro
The withdrawal of the passport for persons over the age of 18 is done personally by the applicant or with an original authorization certified by a notary or court.
When withdrawing the passport, the applicant / authorized person must submit:
- Valid letter of applicant
- Applicant's preliminary passport
- Identity document of the authorized person (letter of notification, passport or other document with photo, valid issued by the Republic of Kosovo);
Note: Application can be made at the same time for ID card and passport at any Document Equipment Center.
Note: According to UA MIA No. 07/2017, the passport can be obtained with an accelerated procedure within 72 hours (only working days are counted), the additional fee is 50 Euro.
Biometric passport application procedures
Biometric passport application procedure for persons under the age of 18 (Excluding persons who have acquired the ability to act according to the decision issued by the competent body).
The applicant must be present in person at the Center for Equipment with Documents accompanied by the legal representative (both parents, guardian, adopter) and must submit the following documents:
- Birth certificate (in case there is no identity card or passport);
- Preliminary passport in case:
- Changing passport data:
- Damage to the passport;
- Passport pages for official marking are filled with stamps or visas;
- Expiration of the term, in special cases no longer than 18 months before the expiration of the term.
- Police report / passport (in case of loss/theft of passport);
- The letter valid for applicants from the age of 16;
- Proof of the identity of the parents, (identity card or passport) at least one parent must possess a valid ID card of the Republic of Kosovo;
- If one parent is missing, the original and stamped authorization by the notary or the competent body is required;
- In the event that one parent is unable to authorize the other parent due to health reasons, as evidenced by documentation from the relevant institution, only one parent can apply;
- If one parent is dead, the child is accompanied by the other parent. Death is evidenced by the death certificate;
- If the parents do not live together, a decision is required from the competent body for custody of the child;
- The child under guardianship must be accompanied by the guardian who proves custody;
- If the applicant is a citizen of Kosovo while the parents have been released from the citizenship of the Republic of Kosovo, the parents must present evidence of their citizenship identity;
- If the applicant was born in the Republic of Kosovo to parents with foreign citizenship while the applicant has acquired the citizenship of the Republic of Kosovo, the parents must present evidence of their citizenship identity, as well as the decision to acquire citizenship for the child;
- If the applicant is a citizen of the Republic of Kosovo, but is adopted by parents with foreign citizenship, the adopters must submit the original adoption decision issued by the competent body, as well as proof of their citizenship identity;
- If the applicant was born outside the Republic of Kosovo and has acquired the citizenship of the Republic of Kosovo, he must also submit the decision on the acquisition of citizenship.
Passport application procedure for persons over 18 years of age
The applicant must be present in person at the Center for Equipment with Documents and must submit the following documents:
- Valid letter of notification of the Republic of Kosovo (copy);
- Advance passport in case of:
- Changing passport data:
- Damage to the passport;
- Passport pages for official marking are filled with stamps or visas:
- Expiration of the term, in special cases no longer than 18 months before the expiration of the term.
- Police report on passport loss/theft;
- If the passport is confiscated, a decision is required from the court on the permission for equipment with a new passport.
Procedures for obtaining citizenship by birth based on origin when both parents are citizens of the Republic of Kosovo
Citizenship of the Republic of Kosovo is acquired by birth if at the time of the child's birth both parents are citizens of the Republic of Kosovo.
Citizenship registration where the place of birth of the child and the place of residence of the parents is the same, is done ex officio by the Civil Status Officer in the relevant municipality. The registration of the citizenship of the child when the place of birth of the child and the place of residence of the parents is different is done in the place of residence of the parents at the request of the party (parents or guardians).
The following evidence must be attached to the request:
- Child's birth certificate
- Certificate from the civil status register or any other valid evidence proving the citizenship of the parents in Kosovo.
Procedures for obtaining citizenship by birth in Kosovo where one parent is a citizen of Kosovo
The request for registration of citizenship by birth in Kosovo, where one parent has the citizenship of Kosovo, is submitted personally or through one parent for minors according to the applicant's place of residence at the Municipal Office of Civil Status in the Republic of Kosovo.
The following evidence must be attached to the request:
- Child's birth certificate
- Certificate from the civil status register or any other valid evidence proving the citizenship of the parents in Kosovo.
- Consent of the child older than 14 to 18 years.
- The written agreement of the parents with another nationality, certified in this case by the Citizenship Commission of the Ministry of Internal Affairs, ensures that the child does not remain stateless if the parent in question does not give his/her agreement.
The procedure for obtaining citizenship when the child is born outside Kosovo and the other parent is of unknown or stateless citizenship
Registration of citizenship when the child is born outside Kosovo and one parent has the citizenship of Kosovo, while the other parent is of unknown or stateless citizenship, the request is submitted personally or through one parent for minors according to the applicant's place of residence at the Municipal Office of Civil Status in the Republic of Kosovo.
The following evidence must be attached to the request:
- Child's birth certificate
- The certificate from the register of the civil status of the parent or any evidence proving his citizenship in Kosovo.
- The consent of the child older than 14 to 18 years.
- The written consent of the parent who does not possess the citizenship of Kosovo, certified, in this case by the Citizenship Commission of the Ministry of Internal Affairs, ensures that the child does not remain stateless if the parent in question does not give his/her consent.
The procedure for acquiring citizenship if the child is born outside of Kosovo and the other parent has another citizenship, but both parents agree in writing that the child acquires the citizenship of Kosovo.
The request for registration of citizenship when the child is born outside Kosovo and the other parent has another citizenship, but both parents agree in writing that the child acquires the citizenship of Kosovo is submitted through one parent according to the applicant's place of residence at the Municipal Office of Civil Status in Republic of Kosovo. This provision must be exercised before the child reaches the age of 14.
The following evidence must be attached to the request:
- Child's birth certificate
- The certificate from the register of the civil status of the parent or any evidence proving his citizenship in Kosovo
- The written consent of the parents certified, in this case by the Citizenship Commission of the Ministry of Internal Affairs, ensures that the child does not remain stateless if the parent in question does not give his/her consent.
Acquisition of citizenship by birth in the territory of the Republic of Kosovo
In cases where the child was found or was born in the territory of the Republic of Kosovo to parents who are unknown, then he acquires the citizenship of the Republic of Kosovo upon registration in the Birth Registry and is officially registered in the Citizenship Registry.
The procedure for obtaining citizenship when the child is born in Kosovo while the parents have another citizenship but have a valid residence permit in Kosovo
In cases where the child is born within the territory of the Republic of Kosovo while his parents have another citizenship but have a valid residence permit in the Republic of Kosovo, the child can acquire the citizenship of Kosovo with the consent of both parents.
The application for obtaining citizenship must be accompanied by:
• Child's birth certificate
• Copies of identification documents and valid proof of residence in the Republic of Kosovo for both parents.
• The written agreement of the parents certified, in this case the Citizenship Commission of the Ministry of Internal Affairs, ensures that the child does not remain stateless if one of the parents does not give the agreement.
Application procedure for obtaining Kosovo citizenship by naturalization
The request for acquiring the citizenship of Kosovo by naturalization is submitted by the foreign person of adult age in person at the Office of Civil Status according to the place of residence of the applicant in the Republic of Kosovo.
The following evidence must be attached to the request:
- Birth and marriage certificate for married persons
- Proof of permanent residence permit for 5 years
- Evidence that he has fulfilled all financial obligations (evidence from the Tax Administration of Kosovo and from the Municipal Office of Property Tax on the fulfillment of tax obligations).
- Proof of adequate residence for the applicant and his dependents
- Document proving elementary knowledge in one of the official languages
- Evidence that he is not under criminal investigation and that he has not been convicted of a criminal offense issued by the competent court of the Republic of Kosovo, and the Kosovo police. As well as the competent body of the foreign country whose citizen is the applicant or the country in which he/she had the last place of residence no older than 6 months.
- Certification from the Kosovo Police
- Proof that he has sufficient material means to provide for himself and the persons for whose maintenance he is responsible without using social schemes
- Valid identity document in certified copy with holder's photograph clearly visible.
- Written sworn statement that accepts the constitutional and legal order of the Republic of Kosovo
- Administrative tax in case of profit in the amount of 150 euros.
Application procedure for obtaining Kosovo citizenship with naturalization of the spouse
The request of a foreign person who is the spouse of a citizen of Kosovo for the acquisition of citizenship by naturalization is submitted personally or through the legal representative at the Office of Civil Status according to the place of residence of the applicant in the Republic of Kosovo.
The following must be attached to the request:
- Birth and marriage certificate which proves at least 3 years of valid marital relationship with the citizen of Kosovo.
- Proof of legal residence in the Republic of Kosovo for at least 1 year before submitting the request.
- Evidence that he has fulfilled all financial obligations (evidence from the Tax Administration of Kosovo and from the Municipal Property Tax Office on the fulfillment of tax obligations).
- Evidence that he is not under investigation and that he has not been convicted of a criminal offense issued by the competent court of the Republic of Kosovo, and the Kosovo police. As well as the competent body of the foreign state of which the applicant is a citizen or the state in which he/she had the last place of residence, not older than 6 months.
- Certification from the Kosovo Police
- Evidence that he possesses sufficient material means to provide for his own livelihood and the persons for whose support he is responsible without using social schemes.
- Valid identification document.
- Written sworn statement that accepts the constitutional and legal order of the Republic of Kosovo
- Administrative tax in case of profit in the amount of 150 euros
Application procedure for the acquisition of Kosovo citizenship by naturalization of the minor child of the naturalized person
The minor child under the age of 18 of the applicant for naturalization acquires the citizenship of the Republic of Kosovo by naturalization based on the naturalization of his parents. The submission of the request for the minor must be attached to the request for naturalization of the parent and submitted by his parent or through the legal representative at the Office of Civil Status in the municipality where the applicant resides.
The following evidence must be attached to the request:
- Birth certificate of the child
- Valid official documents of the parents, which prove their identity
- Consent of the child older than 14 to 18 years
- Confirmed written consent of parents
- Administrative tax in the amount of 50 euros.
This procedure also applies to adapted minors.
Application procedure for obtaining citizenship by naturalization of the person who has lost the citizenship of Kosovo
The request for the acquisition of citizenship by naturalization of the person who has lost the citizenship of Kosovo with release from citizenship is submitted personally or through one of the parents for minors at the Office of Civil Status, according to the applicant's last place of residence in the Republic of Kosovo
The following evidence must be attached to the request:
- Birth certificate
- The certificate from the Civil Status register of the parent
- Copies of identification documents of both parents
- Evidence that he has fulfilled all financial obligations (evidence from the Tax Administration of Kosovo and from the Municipal Property Tax Office on the fulfillment of tax obligations).
- Evidence that he is not under investigation and that he has not been convicted of a criminal offense issued by the competent court of the Republic of Kosovo as well as the competent body of the foreign state of which the applicant is a citizen or the state in which he/she has last place of residence, no older than 6 months.
- Certification from the Kosovo Police
- Evidence that he possesses sufficient material means to provide for his own livelihood and the persons for whose support he is responsible without using social schemes.
- Written sworn statement that accepts the constitutional and legal order of the Republic of Kosovo
- Confirmed written consent of parents
- Consent of the child older than 14 to 18 years
- Administrative tax in the amount of 150 euros, while for minors in the amount of 50 euros.
Application at the Diplomatic or Consular mission of the Republic of Kosovo
In cases where the applicant resides outside the Republic of Kosovo, the request may be submitted to diplomatic or consular representations of the Republic of Kosovo that have jurisdiction over the applicant's residence. The diplomatic or consular representation has the duty to forward the submitted request to the competent body. On the basis of the request, consular officers can assist the Ministry of Internal Affairs with obtaining evidence related to the request, in accordance with their powers arising from the Law on the Consular Service of Diplomatic and Consular Missions of the Republic of Kosovo. The examination and determination of the request is subject to the procedures defined by the Administrative Instruction, as well as other Instructions of the Law on Citizenship of Kosovo.
Application procedures for the loss of Kosovo citizenship with exemption from citizenship for adults
The request for the loss of citizenship of the Republic of Kosovo with exemption from citizenship for adults is submitted to the Office of Civil Status in person according to the applicant's last place of residence in the Republic of Kosovo.
The following evidence must be attached to the request:
- Proof of possession of the citizenship of another country or guarantee (proof) that this citizenship will be granted
- Birth certificate
- Copy of the identification document
- Proof of residence in the foreign country where you live
- Proof of last residence in the Republic of Kosovo
- Evidence that he has fulfilled his financial obligations to the state (evidence from the Tax Administration of Kosovo and from the municipal office of property tax on the fulfillment of tax obligations)
- Evidence from the municipal center for social work that he has fulfilled all financial obligations to the persons for whose food and maintenance he is responsible before the law
- Evidence that he is not under criminal investigation and that he has not been convicted of a criminal offense issued by the competent court of the Republic of Kosovo, and by the Kosovo Police as well as the competent body of the foreign state of which the applicant is a citizen or the state in which he/she had the last place of residence, not older than 6 months
- Evidence under oath that the citizen seeking exemption from citizenship is not a civil servant, judge, public prosecutor, member of the Kosovo police, member of the Kosovo security force or member of the Kosovo Intelligence Agency.
- In the event that the commissions decide on the release of citizens from the citizenship of the Republic of Kosovo, the citizen in question is obliged to present proof of the payment of administrative taxes in the amount of 150 euros.
- All documents provided as evidence must be translated into one of the official languages in Kosovo.
Application procedures for the loss of citizenship of the Republic of Kosovo with release from citizenship of minors
The request for the loss of citizenship of the Republic of Kosovo with release from citizenship of minors is submitted through the parents or one of the parents and is made in the same request submitted by the parents or the parent in the Office of Civil Status according to the (last) place of residence of the applicant in Republic of Kosovo.
The following evidence must be attached to the request:
- Proof of possession of the citizenship of another country or guarantee (proof) that this citizenship will be granted
- The minor's birth certificate
- The certificate from the civil status registers of the parents
- Proof of residence/residence of the foreign country where you live
- Proof of the parents' last place of residence in the Republic of Kosovo
- Copy of the minor's identification document if you have it
- Copy of the identification document of both parents
- A written statement of agreement from both parents certified
- Consent of minors older than 14 to 18 years.
- In the event that one parent has custody of the minor child, the evidence must be completed only by one parent who has custody of the minor child. In this case, the request must be accompanied by a certificate proving that the parent in question has been entrusted with the care of the minor child.
- In the event that the commissions decide to release the minor child from the citizenship of the Republic of Kosovo, the child's parents or guardian is obliged to present proof of the payment of administrative taxes in the amount of 50 euros.
- All documents provided as evidence must be translated into one of the official languages in Kosovo.
- This procedure also applies to adapted children
Application procedures for the loss of citizenship of the Republic of Kosovo with release, of children according to Article 7.2 of the law on the citizenship of Kosovo
The request for the loss of citizenship of the Republic of Kosovo with the release of the child according to Article 7.2 of the Law on Citizenship of Kosovo (in cases where at least one parent of the child is identified before the child has reached the age of 7 and the parent in question is not a citizen of the Republic of Kosovo, at the request of the parent, the child loses the citizenship of the Republic of Kosovo under the conditions that with the loss of the citizenship of the Republic of Kosovo the child does not remain stateless) is done by the parents or one parent at the Civil Status Office according to the child's place of residence in the Republic of Kosovo.
The following documents must be attached to the request:
- Birth certificate of the child
- Proof of paternity/maternity
- Proof of the possession of citizenship, of the state of which the parents or one parent are citizens
- The guarantee (proof) that the child will be given the citizenship of the parents or one of the parents
- Copy of the identification document of both parents or one parent
- Copy of the child's travel document if you have one
- All documents provided as evidence must be translated into one of the official languages in Kosovo
- In case the commissions decide on the loss of the citizenship of the Republic of Kosovo of the child, the child's parents or guardian is obliged to present the evidence for the payment of administrative taxes in the amount of 50 euros.
Application at the Diplomatic or Consular mission of the Republic of Kosovo
In cases where the applicant resides outside the Republic of Kosovo, the request can be submitted to the nearest diplomatic or consular representation of the Republic of Kosovo. The diplomatic or consular representation has the duty to forward the submitted request to the Ministry of Internal Affairs (Citizenship Office).
The application at the diplomatic or consular representation will be made at the time when the diplomatic or consular representations of the Republic of Kosovo will become functional.
Examination of the request for the loss of Kosovo citizenship with release
The review of the request for the loss of Kosovo citizenship with release is done by the Citizenship Commission of the Ministry of Internal Affairs.
The Citizenship Commission within the MBP, after examining the request with the attached documents, issues the relevant decision within 30 days.
The party dissatisfied with the decision has the right to appeal to the Commission for examining citizenship complaints within the Ministry of Internal Affairs within 30 days. Judicial proceedings may be initiated in the competent court against the decision of the complaint review committee.
Rejection of the request for release from Kosovo citizenship
The Citizenship Commission rejects the request for release from the citizenship of Kosovo if the citizen requesting the release from citizenship is a civil servant, judge, public prosecutor, member of the Kosovo Police, member of the Kosovo Security Force or member of the Kosovo Intelligence Agency or release from citizenship is contrary to the interests of the Republic of Kosovo, in particular those of internal and external security or international relations of the Republic of Kosovo.
Warranty
At the request of the citizen who requests release from the citizenship of Kosovo, the Citizenship Commission of the Ministry of Internal Affairs can issue to the citizen in question a guarantee guaranteeing that the citizen meets the conditions for release from citizenship according to the Law on Citizenship of Kosovo and the request for release from citizenship will be approved, if the citizen in question provides proof of obtaining the citizenship of another country, i.e. presents the guarantee issued by the competent body of the other country that he will acquire the citizenship of that country, if he is released from citizenship of the Republic of Kosovo.
Documents and Procedures for obtaining a driver's license of the Republic of Kosovo for the first time and adding categories after passing the exam
Legal basis: Administrative Instruction (MIB)-No. 02/2017-On the Procedure of Equipment with a driver's license of the Republic of Kosovo.
The request for equipment with a driver's license for the first time or addition of categories after taking the exam is made personally by the citizen at the Center for Equipment with Documents - MIA.
The following documents are required:
- copy of the exam passing certificate;

Exchange of driver's license issued by foreign EU member states with driver's license of the Republic of Kosovo
Legal basis Administrative Instruction (MIB) No. 07/2017-Ministry of Interior for the exchange of foreign driver's licenses into drivers' licenses of the Republic of Kosovo.
The request is submitted personally by the citizen to the Centers for Equipment with Documents.
The following documents are required:
- Translation of the foreign driver's license in one of the official languages of the Republic of Kosovo by the authorized translator;
- For citizens of the Republic of Kosovo, a copy of the identity card of the Republic of Kosovo with a validity period is submitted, while for foreign citizens, a copy of the residence permit;

Temporary stay for the purpose of family reunification
- Valid travel document with a validity period of at least 3 months longer than the period of the requested residence permit;
- Marriage certificate, family union certificate or birth certificate of children; in cases of adoption, evidence for the establishment of adoption or in cases of placement under guardianship, evidence for the establishment of guardianship;
- Identification document from the citizen of the Republic of Kosovo or the sponsor;
- Sufficient means of living which are proven through a bank statement, employment contract or other evidence that proves that the foreigner has sufficient means of living;
- Proof of secured housing (proof of ownership or notarized rental contract), with the necessary living space according to the minimum housing standards determined by the legislation in force;
- The certificate that he is not convicted, and the certificate that he is not under investigation, issued by the country of which the foreigner is a citizen or by the country of last residence, translated into one of the official languages of the Republic of Kosovo;

Temporary residence for the purpose of pre-university education
- Valid travel document with a validity period of at least 3 months longer than the period of the requested residence permit;
- Proof of enrollment in any educational institution in the Republic of Kosovo;
- Proof of consent of the parents or legal guardian for the planned stay, the purpose of which is pre-university education in the Republic of Kosovo;
- Sufficient means of living, which is proven through a bank statement, or other evidence that proves that the foreigner will cover living expenses; in cases of student exchange, proof that the organization leading the program covers the means of subsistence, health care and return expenses;
- Proof of accommodation, in cases where the foreigner lives with the family, proof that the family fulfills the conditions for accommodation based on the legal provisions in force;
- The certificate that he is not convicted, and the certificate that he is not under investigation, issued by the country of which the foreigner is a citizen or by the country of last residence, translated into one of the official languages of the Republic of Kosovo;

- Valid travel document with a validity period of at least 3 months longer than the period of the requested residence permit;
- Proof of enrollment in any higher education institution in the Republic of Kosovo;
- Sufficient means of living, which is proven through a bank statement, or other evidence that proves that the foreigner will cover living expenses;
- Proof of accommodation;
- The certificate that he is not convicted, and the certificate that he is not under investigation, issued by the country of which the foreigner is a citizen or by the country of last residence, translated into one of the official languages of the Republic of Kosovo;
- Health insurance;
- There should be no entry ban in the Republic of Kosovo;
- Evidence for cases where we are dealing with student exchange and youth mobility or evidence for practice authorized by the organization, or based on international agreements, as well as agreements between universities, as defined in article 57 subsection 1.2 and 1.3 of the Law for Foreigners;
- Proof of vaccination in cases where the foreigner comes from countries where a state of epidemic has been declared.
For the temporary residence permit for the purpose of scientific research, all the conditions mentioned above must be met, except for the conditions in points 2 and 8, but the foreigner must also present the invitation from the institution licensed in the Republic of Kosovo.
Temporary residence permit for the purpose of work
- Valid travel document with a validity period of at least 3 months longer than the period of the requested residence permit;
- The employment contract, according to the labor legislation in the Republic of Kosovo, exceptionally the employment contract is not required for the foreigner who is the owner of the business;
- Sufficient means of living which are proven through a bank statement, employment contract or other evidence that proves that the foreigner has sufficient means of living;
- The certificate that he is not convicted, and the certificate that he is not under investigation, issued by the country of which the foreigner is a citizen or by the country of last residence, translated into one of the official languages of the Republic of Kosovo;
- Business registration certificate;
- Proof of the foreigner's education, qualification and training, except this condition is not required for the foreign citizen who is the owner of the business;
- There should be no entry ban in the Republic of Kosovo;

- Proof of vaccination in cases where the foreigner comes from countries where a state of epidemic has been declared.
In cases where the request for a residence permit for the purpose of work within the annual employment quota is made by a foreigner employed in NGOs, it is not required to fulfill the condition stipulated in point 5, but the certificate of registration of the NGO in the Republic of Kosovo must be presented .
Have five (5) years of temporary residence without interruption;
Has been married for three (3) years to a citizen of the Republic of Kosovo or to a foreigner with a permanent residence permit
A minor with temporary residence in the Republic of Kosovo is allowed permanent residence if one of the parents is a foreigner with a permanent residence permit with the consent of the other parent.
