Mayor Luigi Bruniaro explained that the money will be used to cover the high costs of maintaining and cleaning the city.
The new measure was approved by the Italian government, with the aim of bringing tens of millions of euros a year to the world heritage city.
Due to Venice's unusual geography - the network of canals and pedestrian streets - services such as waste disposal are up to 40 percent more expensive than in other Italian cities.
