Ukraine has ordered the evacuation of all civilians from 37 settlements in the northeast, while Russia has intensified attacks there, the BBC reports.
Authorities in the Kupiansk district of the Kharkiv region said they had to act because of "continuous Russian shelling" in the area.
They said that local residents have moved to "safer regions" of Ukraine.
Russia has said that its troops have advanced on the ground. Meanwhile, Ukraine has said that it has neutralized several Russian attacks.
In a statement, the authorities of the Kupiansk district said that residents of two towns and 35 villages are being evacuated.

"Don't neglect your safety and the safety of your loved ones!" - said the authorities.
A resident of Kivsharivka – one of the villages being evacuated – said she is preparing to leave with her children, while her husband wants to stay and take care of his elderly mother.
"It is difficult to leave them," 36-year-old Anna Koresh told the "AFP" agency.
Russia's Ministry of Defense has said that its units have advanced in the direction of Kupiansk.
Meanwhile, the Ukrainian Army has said that it has successfully neutralized the Russian attacks.
It is not the first time that the residents of Kupiansk have to be evacuated.
