The head of Russia's National Security Council said on Wednesday that the US is also to blame for the armed attack on the concert hall in Moscow where 145 people were killed. The Islamic State claimed responsibility for the attack.

Since the March 22 attack on the Crocus City building, Russian officials, including President Vladimir Putin, have repeatedly claimed, without providing evidence, that it was organized by Ukraine, the AP reported.

"They are trying to impose on us the idea that the terrorist act was not carried out by the Kiev regime, but by supporters of the radical Islamic ideology, probably members of IS", said Nikolai Patrushev.

"However, it is more important to determine who is the sponsor of this monstrous crime. His tracks lead to the Ukrainian special services. But everyone knows that the Kiev regime is not independent and is completely controlled by the USA", he added.

Four suspects were arrested a day after the attack. Putin and others have claimed they planned the move to Ukraine. Six other suspected accomplices have also been arrested.
