Russian President Vladimir Putin asked the government on Tuesday to develop procedures that would allow the return of Western companies that left Russia after it launched what he called its "special military operation in Ukraine."

Speaking at an annual meeting of Russian businessmen and senior officials on Tuesday, Putin said that if Western companies want to return to Russia, any such deals must go through the government, the AP reports.

"Exclude... cases when the owners sold their business in Russia at a bargain price, leaving it to chance, and now want to buy the asset for the same modest amount," Putin said.

"The market situation is different, companies have become stronger and have increased their capitalization. Their cost is different now," he added.

Putin has insisted that companies returning will have to guarantee that they will conduct "conscious and responsible" business in Russia, without providing further details.

His statements come shortly before a phone call with US President Donald Trump, where the two leaders are discussing the normalization of relations, as well as the war in Ukraine.
