US President Donald Trump has said his administration wants to accept a $400 million plane as a gift from Qatar, calling it a "nice gesture" and that he would be "foolish" not to accept it.
But, such a move has been seen as illegal by some members of the Democratic Party.
On Sunday, US media reported that the Trump administration was preparing to accept a Boeing from the Qatari royal family.
A Qatari official said the plane was being provided by the Ministry of Defense to the Pentagon and would be modified to meet US Air Force safety standards.
Experts have said this could take years, meaning the plane may not be ready for use until the end of Trump's term.
Is the gift legal?
Some Democrats have claimed that accepting the gift would be illegal.
Democratic Senator Adam Schiff has said that no official should accept "any gift of any nature" from a leader of a foreign country without Congressional approval.
Expert Frank Cogliano said that a gift of this magnitude has never been seen.
Currently, US officials can accept gifts worth less than $480.
The Justice Department reportedly has prepared an explanation as to why the plane's seizure would be acceptable, but it has not been made public.
