After voting on the need for constitutional changes, the second phase follows, namely the return of the procedure from the plenary to the committee, which includes the validation of the draft amendments.
From the completion of the draft amendments to the holding of the plenary session for their approval, less than 30 days must pass. In the plenary, the draft amendments are approved by a majority of the total number of deputies, 61 deputies. After the Assembly finishes the draft amendments, they go to the stage of public debate, the duration of which is determined by the Assembly itself. During this phase, the Government must compile the proposal-amendments.
At least 30 days must pass from the moment of submission of the proposal-amendments to the Assembly until the holding of the plenary session for the completion of the third and last phase. For the amendment of the preamble, in addition to 2/3, a lot is also needed with Badenter, reports kp.
However, Macedonian Prime Minister Zoran Zaev expects that in the third and last vote, the constitutional changes will have even greater support than 80 deputies.
"I am convinced that more than 25 opposition MPs will join us. The reason is Macedonia, its future, because 80% are for NATO and the EU, because VMRO-DPMNE and its coalition partners are also for NATO and the EU. There is no more game, with the future of the state. I am convinced that we will take the next step together. With less power and with a greater number than today's", said Zaev.
On the other hand, the head of VMRO-DPMNE, Hristjan Mickoski, says that the deputies who did not vote for the need for constitutional changes did not submit to the pressure of Prime Minister Zaev. He says that the 8 MPs already expelled from the party voted because of personal interests, after they were promised amnesty.

Zaevi says that the constitutional changes will be completed within 15 days
"I want to express my gratitude to the deputies who did not submit to threats and blackmail. You are an example of how to protect your country and your people. But not everyone stood up to such pressures. See those people for who they are, why they were elected, and why those people voted. She is a member of parliament who, until 4 days ago, discussed against these changes and amendments, and after 3-4 days, her position changed 180 degrees. Do you think that in 3 days that MP became more knowledgeable?", stressed Mickoski.
At least 100 days were needed to complete the constitutional amendment procedure, if there are no obstructions or other eventual obstacles. In addition to VMRO MPs, the Albanian opposition parties have also warned of amendments to the constitutional changes.
