The tender fails, IVF risks not starting this year in KKUK
Within this year, it will not be possible to start applying the IVF method in KKUK. This method is a form of fertilization for women and men who cannot have children naturally. Kosovo is in danger of not making the process of realizing medically assisted pregnancy in KKUK functional this year for women and couples who have problems with natural pregnancy.
The law on IVF has not yet been passed because some of the deputies of the government did not vote for the draft, which allows the application of IVF even for unmarried women, considering it as a method "against the family".
While this draft will again be returned to the Assembly next week for voting, SHSKUK has already failed to provide the equipment.
The tender to provide these devices has already been cancelled. The reason for the cancellation is the lack of responsible companies that participated in the tender.
For the necessary equipment for this ward, the Ministry of Health has allocated 1.5 million euros.
The plan for the operationalization of the IVF department in KKUK envisaged the supply of equipment as early as the first quarter of this year.
"Provision of necessary equipment TM 1 2023 800,000 thousand euros", it is stated in point 1.3 of this plan.
A week ago, the Minister of Health, Arben Vitia, told TIME that he is optimistic that the plan would be implemented as planned.
"As we have said, we are very optimistic that by the end of this year these services can be offered in the KKUK", Vitia declared in mid-August.
However, after the cancellation of this process, it is almost impossible for this tender to be completed within this year.
This is because, based on the Public Procurement Law in Kosovo, the procedures from the announcement of the tender to its signing take at least 2 months. And in cases where there is a complaint and the matter goes for treatment to the Procurement Review Body, the process is extended for several months.
Even after signing the contract, companies are usually given 40 days to deliver the equipment they are contracted for.
The tender for the supply of medical equipment, medical instruments for the organizational units of KKUK with 34 parts (lots), including the part of IVF in the Clinic of Gynecology and Obstetrics was opened at the beginning of May this year. So until the evaluation of these offers, the MOH spent more than four months.
IVF is a form of fertilization for women and men who cannot have children naturally. Currently, this method is not applied in KKUK, while the price in private hospitals is considered high.
An analysis by the Ministry of Health shows that Kosovars have spent 5.5 million euros in private hospitals for IVF.
