VV complains to the AIP for access to the files of four property legalization cases in Pristina

The group of the head of the Vetëvendosje Movement assemblymen in the Pristina Municipal Assembly, Gëzim Sveçla, has announced that it has complained to the Agency for Information and Privacy (AIP) regarding access to the files of four property legalization cases, mentioned in published messages claiming to be Florent Maliqi, the chief of staff of the mayor of Pristina, Përparim Rama.

The messages state that the legalization of these properties was done through bribery. 

At a press conference on Friday, Sveçla said that on August 3, they officially requested from the Municipality of Pristina four complete legalization files for the four specific cases mentioned in the messages.

He said that the Municipality, after the end of the legal deadline and their public reaction, did not hand over the files, but only the legalization certificates.

"On August 3, in accordance with the law on access to public documents, we officially requested from the municipality of Pristina 4 complete legalization files, for 4 specific cases mentioned in the published messages. One day after the legal deadline for a response, and only after our reaction on social networks, the municipality responded to us. We requested the files, but the municipality did not give them to us. Instead, we were handed 4 legalization certificates. Without the accompanying documentation and without the basic materials on which those decisions were made, so we requested the files, they gave us the certificates. This is even more worrying when the law determines that the legalization database is public, and that the public has the right to access it. Regarding this issue, we have already filed a complaint with the Information and Privacy Agency, and we expect and hope that our request will be treated as strongly as possible, in order to ensure full access to these documents, which are important for the public," he said. According to him, the certificates submitted by the Municipality prove that the four objects mentioned in the messages have been legalized, while their request is to also have access to the documentation on the basis of which the decisions were made.

Because those who have submitted certificates to us show that the object has been legalized, the file shows us how it was legalized. So, the certificate shows the result, while we are interested in knowing the process and procedure. We will learn this only when we have the files. Despite not having access to the complete files, so far we have managed to verify some very important facts. In the published messages, Florent Maliqi, Progreso Rama's chief of staff, mentions specific objects that he claims have been legalized illegally. We have checked these cases on GeoPortal and in the certificates that the municipality itself has submitted to us, and the result is clear: all 4 objects mentioned in the messages are legalized. This clearly shows that the content of their communications cannot be discarded "down as a private conversation and disconnected from the reality that has happened. There is another element: in those communications Florent Maliqi says that Perparim Rama wants to appoint him as chief of staff. Later this also happens. Florent Maliqi is appointed as chief of staff of Perparim Rama", he said.

Sveçla has also announced that the case is also being handled by the Special Prosecution Office.
