Among the demands, Vuçiqi counted the holding of "free and democratic" local elections in the north, the return of policemen and officials of the justice system to their workplaces, the formation of the Association, the withdrawal of special units of the Kosovo Police from the north, the immediate implementation of the "guarantees of the European Union and the United States from December 28, 2022, the immediate release of all "political prisoners" arrested by the Kosovo Police and the making of payments in the north with the Serbian currency, dinar. He has warned that within 45 days, the Parliament of Serbia will adopt a law to declare Kosovo "a special social protection area, thus guaranteeing the right to financial support for the unemployed".
The President of Serbia, Aleksandar Vučić, presented on Friday five measures that his country will undertake "after the recent tensions" in the north of Kosovo.
In a conference for journalists that lasted over an hour, Vuçiqi, in addition to the measures, also disclosed seven demands on the issue of the "problem of the Kosovo Serbs", as "necessary preconditions for significant progress in the dialogue". Among them, he listed it for announcing and holding "free and democratic local elections" in the north, with the participation of the mission of the Organization for Security and Cooperation in Europe (OSCE) and with the supervision of the European Union (EU). , that for the return of policemen and officials of the justice system to their workplaces, the formation of the Association of municipalities with a Serbian majority, the withdrawal of special units of the Kosovo Police from the northern region, the immediate implementation of the "guarantees of the European Union and the United States from December 28, 2022, the immediate release of all political prisoners arrested by the Kosovo Police" and making payments to the north in the Serbian currency, dinar.

Letter to the Reader — Why We're Asking for Your Support ContributeVucic has also said that he will launch a diplomatic campaign around the world to meet his demands and has announced meetings with 60 world leaders to present seven demands for progress in the dialogue.
"We want to return to everything that has been achieved and progressed in the dialogue process", he said about the first measure.
He presented Serbia as the "most responsible party in the whole process". And in a document, which was offered to journalists before the start of the conference, it is written that Serbia demands that "all consequences from the unilateral and uncoordinated actions of the Kurti regime be removed".
He has warned that within 45 days the Parliament of Serbia will adopt a law to declare Kosovo "a special social protection zone, thus guaranteeing the right to financial support for the unemployed".
Vuçiqi has said that the "Serbian institutions" in Kosovo, which have been closed by the official Pristina authorities, "will not be abolished or closed", as he accused the Prime Minister, Albin Kurti, that "his main political goal is to remove and to completely eliminate the Serbs" in Kosovo. He also warned that offices will be opened near the border with Kosovo, in which northern Serbs will have access to social protection services and that they will provide vital state and administrative services to citizens.
As another measure, "the decision on the illegality of all institutions in Kosovo established after the unilateral declaration of independence" is presented.
The President of Serbia has also said that legal experts were against the declaration of "occupation", as reported by some Serbian tabloids, and this issue will be declared at Vucic's conference.
He stated during the media conference that since the Brussels Agreement there has been a silent and large exclusion of Serbs from Kosovo, because "the disappearance of the Serbs is the only guarantee that Kosovo will be free".
"In the following period we can only expect bad news, not better, because the elections there (in Kosovo) are coming", he said.
Vuçiqi added that "due to the brutal attack on the Serbian population in Kosovo and Metohija, the province will be declared a special social protection zone", and offered financial support to the unemployed and many others.
"This is because this terror aims to make life difficult for ordinary people, the Serbs in Kosovo and Metohija, and represents an economic and social collapse. For this reason, we will dramatically and drastically increase our support and assistance to the population", said Vuçiqi.
When he talked about the solutions, he admitted that there cannot be anything satisfactory for the Serbs.
"We could attack everyone and tell them that we have a solution for the Kosovo problem, but there can be no satisfactory solution for the Serbs", he said.
Vuçiqi also accused internationals of "silence in the face of repression against Serbs".
"They are not interested in the fate of our children, the only thing they are interested in is to see our every measure from the perspective of the so-called independent Kosovo. Whatever you say, they say: good. Independent Kosovo has the right to behave in this way, in accordance with the powers of a sovereign state or something like that," Vuçiqi emphasized.
After the statement on the measures and demands, Vuçiqi was asked by journalists about the indictment filed by the Special Prosecutor's Office in Kosovo for the attack last year in Banjské i Zveçani, in which the police sergeant, Afrim Bunjaku, was killed. Three Serbian attackers were also killed in the exchange of fire.
Kosovo has qualified this attack as terrorist, while state leaders have accused the state of Serbia of organizing the attack. The responsibility for the attack was taken by Millan Radoicic, former vice-president of the Serbian List.
"Our bodies dealing with Banjska are conducting their investigations. For us, of course, this is not terrorism... but I don't want to expand further and explain again who is to blame for this and who brought about this situation", said Vuçiqi.
He was also asked if Serbia withdrew the letter sent to Brussels by the former prime minister, Ana Bërnabiq, in which she expressed Belgrade's dilemma regarding the implementation of the agreement reached between Kosovo and Serbia for the normalization of relations. He has neither affirmed nor denied the claim raised days ago by the European envoy for dialogue, Miroslav Lajcak, that Serbia has withdrawn this document.
"I have no idea what the letter is about. We have no problem with the Ohrid Agreement, only two things: the United Nations and organizations under the UN," he said.
Vucic's address on Friday was followed by accusations that he has continuously made to the Kosovo authorities for "attacks on Serbs" in the north, after the last decisions regarding this part of Kosovo inhabited mainly by Serbs.
The Kosovo authorities have recently closed several Serbian parallel institutions in the north, with the justification that they violated the constitutionality of Kosovo. Previously, several branches of the Bank and Post of Serbia were closed, on the grounds that they acted without permission, and the use of the Serbian dinar for cash payments was prohibited.
