"We have a special document that gives rights to both the Serbian people in the north of Kosovo and the state of Serbia, but also imposes an obligation on KFOR to prevent the entry of Kosovo security forces into the north for the first time". he said.
Until now, Serbia has been vocally opposed to sending special units of the Kosovo Police to the north, saying it is in violation of international agreements. However, no such agreement has ever been reached.

Before the start of the meeting, the president of Serbia said that he will "accept any decision" of the Serbs from Kosovo bound by the barricades in the north.
He said that he expects the Serbs to "come with requests for him and for Serbia", and added that they do not trust either the European Union or the USA, and least of all the Prime Minister of Kosovo, Albin Kurti.
The head of the Office for Kosovo in the Serbian Government, Petar Petkovic, said earlier that Vucic has asked the Serbs in the north of Kosovo to withdraw from the barricades.
He said that this request was made after the statement issued by the United States and the European Union regarding the situation in the north of Kosovo.
In a joint statement on December 28, the US and the EU welcomed assurances from Kosovo's leadership confirming that there are no lists for arresting Serbian citizens or persecuting those protesting peacefully or setting up barricades.
The chairman of the Serbian List, the leading party of the Serbs in Kosovo, Goran Rakic said today that the Serbs refuse to withdraw from the barricades, even though Vuçiqi thinks this would be a good thing.
Tensions in the north have been rising since November, when Serbs left Kosovo's institutions. However, tensions culminated with the installation of barricades on December 10.
Due to the barricades, the roads leading to the border crossings in Jarinje and Bërnjak, which connect Kosovo and Serbia, are blocked.
