The impasse in the tender for hemodialysis materials continues

The tender process for the supply of hemodialysis materials has been suspended for the second time, following a complaint from an operator. The SHSKUK has not responded to the tender process or to the supply that health institutions have. Of the regional hospitals, only the Peja hospital has responded, stating that it only has material for 10 more days.

Five months were not enough for the tender announced by the University Clinical Hospital Service of Kosovo for the supply of hemodialysis materials to be successfully completed.

This tender, opened in June of this year with a planned value of 5 million euros and divided into nine lots, has been suspended for the second time following a complaint from an economic operator.

According to the decision of the ShSKUK, the company "Meditech" won five lots, "Medilor" two, and "MesePharm" one. 

But the company "Medihealth", which competed for all nine lots, has filed a complaint with the Procurement Review Body, claiming that one of the winning operators bid with falsified documentation and catalogs.

"Therefore, the EO proposed for the award of the contract in Lot 1 has presented multiple fraudulent and falsified evidence in the bid, where the Contracting Authority - SHSKUK, has not taken any legal action to eliminate the same bid, on the contrary, at all costs, an attempt is made to conclude a contract with the same company even though all evidence points to organized crime through procurement procedures," states the complaint of "Medihealth".

But Shkelzen Fetiu, representative of the company "Meditech", has denied the accusations.

"Nothing is true, everything is untrue. Everything is fine, but now the goals of different companies are different. We can't stop them, they are biased, they have their own company's goals. They can slander me, say whatever they want. We as a company have offered them everything, with catalogs, with samples, with what the manufacturer sent us, based on the manufacturer," said Fetiu.

This is the second time that the tender has been suspended. After the first time, an emergency tender was announced and the company that has now complained – “MediHealth” – won it.

KOHA has requested a response from SHSKUK and the Central Pharmacy regarding the tender process and the supply situation, but has not received a response since Tuesday.

According to KOHA's sources, an emergency tender is expected to be opened again.

KOHA has also started asking questions at regional hospitals to learn about the supply, but only the one in Peja has responded.

"The General Hospital in Peja is supplied with consumables by the University Clinical Hospital Service of Kosovo (SHSKUK), which is the institution responsible for the development of all supply procedures. We currently have a supply of consumables for dialysis for approximately 10 more days," the response from the Peja Hospital states.

According to this hospital, up to 35 dialysis sessions are performed daily.
