Officials of the European Union have said that next week's meeting in Brussels at the level of chief negotiators will be held on the condition that the parties are constructive regarding the proposal of the emissary Lajcak for a temporary solution to the implementation of the CBK regulation in Serbian localities. Finally, Germany's emissary, Manuel Sarrazin, called the decision legitimate, but the way the regulation was implemented in the north, according to him, was very un-German.
Next week's meeting in Brussels will be held under the condition that the parties show constructiveness in accepting the proposal of the European Union emissary for dialogue, Kosovo-Serbia, Miroslav Lajcak. Although they have not indicated the content of the proposal, EU officials said that it implies temporary solutions for the implementation of the regulation of the Central Bank of Kosovo among the Serbian community.
"The EU facilitator plans to convene another meeting next week at the level of chief negotiators to discuss an interim solution to the issues caused by the recent Central Bank of Kosovo regulation, provided the parties are willing to engage on the basis of the ideas presented by the EU Facilitator. The date of the meeting will be made public after it is confirmed", said Stano.
The new regulation, which recognizes only the euro as the official currency in cash operations, prompted the reaction of Serbs who have used the dinar for such operations. According to them, this was the next decision of the Government of Kosovo, which aims to make life difficult for Serbs.
"Implementation of the regulation in an un-German manner"
This concern has also been conveyed to the German Emissary for the Western Balkans, Manuel Sarrazin, who met representatives of the Serbian List on Thursday. Sarrazin has described the regulation as a legitimate action, but the method of implementation, according to him, is not appropriate.

"We are aware of Kosovo's independence. We also understand that it is a legitimate claim, but the way it was done is very un-German. I really believe that every citizen of Kosovo should find it easy to live here, this should be the goal of politicians to work for the good of the people, and personally I think that this applies to the Serbian citizens of Kosovo in the north", said Sarrazin . "This issue must be resolved so that citizens have a normal life and not problems created by politics. I don't think that Serbs have anything against the euro, but if you have to pay additional fees or have to travel to withdraw money, it's something that brings concern."
Although Sarrazin confirmed during a meeting with journalists that the purpose of the visit was to discuss the current issues that led to the warning of the Serbian List to boycott the vote for the removal of the presidents, these issues were not even mentioned in the government communique. According to the announcement of the Prime Minister's Office, Prime Minister Albin Kurti and Sarrazin discussed the next meeting within the framework of the Berlin Process.
"Speaking about the expectations from the next summit, the prime minister emphasized the importance that the agreements reached in the Berlin Process are fully implemented, including the agreement on free movement with an ID card between Kosovo and Bosnia and Herzegovina. The meeting also discussed the current developments in the country and the region, as well as the importance of close cooperation between the Republic of Kosovo and Germany in addressing them together", the communiqué states.
Four meetings in five weeks
Despite the government's insistence that there is no going back on the implementation of the regulation, the US and the EU continue to insist on finding a lasting solution.
On April 4, the Representative of the European Union, Miroslav Lajcak, hosted the chief negotiators of Kosovo and Serbia for another round of discussions to address the implications of the Central Bank of Kosovo cash regulation for the Kosovo Serb community. This was the fourth meeting on this topic in the last five weeks.

Since the parties could not overcome the differences in their proposals, Lajcak presented his ideas on which a temporary solution could be based.
EU officials have stated earlier that a permanent solution should be negotiated within the dialogue for the normalization of relations between the two countries.
The chief negotiator of Kosovo, Besnik Bislimi, had declared after the meeting that he accepted the EU emissary's proposal, but it is Serbia that has requested additional time.
Despite the opposition of the EU and the USA, the CBK Regulation entered into force on February 1 of this year. According to the CBK, other non-euro currencies can be used in Kosovo only as value for storage in physical form or in bank accounts in non-euro currencies, for making international payments in non-euro currencies and for foreign exchange activities.
Due to the disregard of the US request, Ambassador Jeffrey Hovenier and the US Assistant Secretary of State for Europe and Eurasia, James O'Brien, have stated that the US will not be able to treat Kosovo as a partner if it makes decisions without prior consultation .

After criticism, the Government announced a transition phase with a list of 10 measures, so that Serbian citizens are not harmed in the transitional phase until the full implementation of the new Regulation.
In addition to the negotiations that are taking place in Brussels on this issue, the Serbs have also challenged the regulation in the Constitutional Court.
On February 20 of this year, this institution accepted "only the request form" submitted by the lawyer, Vasilije Arsiq, who contests the constitutionality of Article 35 of the CBK Regulation on cash operations. According to them, the claim is for the violation of 12 articles of the Constitution.
