The head of the Parliamentary Group of the Democratic Party of Kosovo, Arian Tahiri, has said that the blockage of the Kosovo Assembly is no longer just a "political crisis, but a matter of protecting the constitutional order, institutions and the Republic itself." 

Tahiri spoke after the third session initiated by the PDK, in accordance with the 48-hour deadline provided for in the Assembly's Rules of Procedure for the continuation of the constitutive session. 

Tahiri said that the Vetëvendosje Movement is continuing to refuse to call and hold the session, keeping the Assembly blocked and the institutions hostage to political calculations.

"Today we are not just talking about a political crisis. Today we are talking about the Republic, the Constitution and the Assembly - institutions that do not belong to any individual or any political party," Tahiri declared.

He said that no one dares to treat the institutions of the Republic of Kosovo as personal property or as an instrument for party interests.

"The Constitution is not a document that is respected only when it suits the government. The Constitution is the limit of power. It is the guarantee that institutions cannot be transformed into an instrument of an individual and that no one is above the Republic. Not even Albin Kurti," he said.

Tahiri said that Kosovo cannot be held hostage until acting Prime Minister Albin Kurti "resolves his problems and political calculations."

"A vote gives you a mandate. A vote does not give you ownership of the state. Power in a democracy is not a personal privilege. It is a responsibility, it is limited and it is temporary. The Constitution stands above it," he declared.

The Head of the PDK Parliamentary Group emphasized that this battle is not about privileges or power, but about a constitutional standard that should apply equally to each party, regardless of who is in government and who is in opposition.

"We are not asking for privilege. We are not asking for exception. We are not asking for power at the table. We are asking for the functioning of the Republic. We are asking for the Assembly to exercise its role and for institutions not to be held hostage to the calculations of one party," Tahiri stressed.

Tahiri added that PDK will continue to demand the immediate restoration of the constitutional functioning of the Assembly and the liberation of institutions from political calculations.

"The law is above the MP. The Constitution is above the Prime Minister. The institution is above the party. The Republic is above the government. No one is above the Constitution, no one is above the law, no one is above the institutions and no one is above the Republic - not today, not tomorrow, never," said Tahiri.

And PDK has also reacted through a post on Facebook. 

"The doors of the Parliament are closed to the deputies elected by the citizens - a picture of a Republic being held hostage by Albin Kurti. August 16, 2026!" - wrote the PDK.

And the head of the AAK Parliamentary Group, Besnik Tahiri, said that what is happening "is without a doubt an invasion of the democratic order" on the orders of the acting Prime Minister Albin Kurti. 

"Our duty, as elected by our people, is not only to protect the Constitution, but also to show the citizens of Kosovo that what is happening directly by order of Albin Kurti, as an MP, is without a doubt an invasion of the democratic order and, on the other hand, is a flagrant violation of all documents that regulate the functioning of the state of Kosovo, starting with the violation of the Constitution, with the violation of the ruling of the Constitutional Court and, finally, with the Rules of Procedure of the Assembly," said Tahiri. 

He said that closing the Parliament's door "has a simple message and is being done on purpose." 

"It has a very simple goal: to kick in this door and then make it news that the opposition broke down the door and took action, just as they have done. What we say to LVV and AVNI chairman Dehari, not to listen to the instructions that are leading the state of Kosovo into many unknowns, is careless, unfair and dangerous to put us into many unknowns. Unknowns that a pretty fragile state, which this government has brought with the lowest stage of relations with our friends, with a weak economy, with tired citizens, is bringing us into a situation where the work of the Assembly is blocked, where we must address our issues related to the democratic functioning of the Republic of Kosovo", said Tahiri.

So far, MPs have been invited twice to constitute the legislature resulting from the June 7 elections. The MPs have taken the oath, but on the agenda item to propose the speaker, Kurti took the floor and justified his refusal to make the proposal by the fact that there is still no agreement with the political parties on the president. According to him, the Assembly cannot be constituted without this agreement, since otherwise the 60-day deadline for electing the president would be exhausted and new early elections would be imposed.

The Vetëvendosje Movement, together with its allies from the communities, has enough votes to constitute the Assembly and also to vote for the Government. However, to be elected president, at least 80 MPs are required to participate in the vote in the first two rounds. If the election cannot be held within 60 days, the Assembly is dissolved and new early elections are announced.
The parties have not come close to breaking the political deadlock for almost two years. Kosovo has been in a continuous cycle of crises since the February 2025 elections. First, there were troubles with the constitution, and then the failure to form a government led to elections in December. After them, there was a constitution, but there was no solution for the new president. On June 7, new elections followed.
